FBU (RO: Frăția Blocurilor Unite – FBU; EN: Brotherhood of the United Blocks) is an old micronation founded in 2009 but who joined on the international micronations world on 1 January 2020 after consultations of the citizens.

History

Politics

Frăția Blocurilor Unite is a democratic state, based on the exercise of power by the people, and state power emanates from the Nation. FBU does not have a written Constitution, the rules of operation of the political system are based on the principles of democracy and different customs.

The form of government is parliamentary constitutional monarchy, where the power of all the powers of the state is exercised in the name of the Nation and the Sovereign. Legislative power is exercised by the Șuetă (Parliament), Executive power is exercised by the Council of Ministers (Government), and the Judiciary power is exercised by the Old Council of Elders.

Monarchy

The Sovereign

The Head of State known as the Sovereign of the Brotherhood of the United Blocks is an elective (the election of the head of state must be regulated by a future law of succession to the Throne) representative and ceremonial function, the political power being held by the Council of Ministers (Government) and Șuetă (Parliament).

The title and nickname of the head of state is His Majesty the Sovereign of the Brotherhood of the United Bloc, but it changes depending on the incumbent. Currently the position is held by Lucretia I, so the correct addressing formula is Her Majesty Queen Lucretia I.

The duties of the Sovereign are:

  • external representation of FBU;
  • chairing the meetings of the state powers;
  • promulgation of official state documents and international treaties;
  • appointment and removal of dignitaries and external representatives;
  • ceremonial attributions regarding the reception of foreign dignitaries;
  • the summoning of the Șueta and its dissolution.

Queen Lucretia I

Her Majesty Queen Lucretia I is the personification of the nation, the Sovereign of the Frăția Blocurilor Unite (FBU), the Head of the Royal Family, the Supreme Commander of the Armed Forces and the Head of the National Church (she is a devout Christian).

Personal life

The Queen was born on 21 April 1930, on the second day of orthodox Eastern and she was the first born in her family. In the sacrament of Baptism and according to Orthodox tradition, the godfathers set the name of the child. She received the name of the godfather, Lucretia.

She followed a public school, along with children representing all social categories. Besides the education from school, at home she had a different education that taught her to have a religious spirituality and a deep sense of civic duty, that’s why everything she does is done seriously and responsibly.

Even if she has an advanced age, the Queen is behaving like a 20 year old. In her spare time, she likes to read books, listen to music, watch movies, to do sports at home, walk around the capital city, go to religious services and visit her friends.

Ascension

When she was born Her Majesty and her family did not expect that she would one day become Monarch. The Queen was expected to live a relatively normal life with her close-knit and loving family. But everything changed in 2019 when the leaders of the political parties decided to change the government system, from republic to monarchy. At that moment the President of the Republic was Sir Radu.

At the proposal of the leader of FBU Party, Yonutz2012, to avoid conflicts between the parties for the power, Lucretia, grandmother of Yonutz2012 and Mihay Kid, was proposed to be the new head of state. At that moment she was 89 years old, but with modesty she accepted the role and decided not to express her political opinions in public.

Role as Head of the Nation

Queen Lucretia is the personification of the nation, the public persona who officially embodies the state in its unity and legitimacy. Even though the FBU is a constitutional monarchy and the Queen is a ceremonial figurehead, she is the highest authority of the FBU religion, military and politically, because she gives her royal assent to the laws.

The Queen duties include contacts with a wide range of representatives of FBU society, representatives of FBU abroad at the highest levels (state visits, trade missions, participation in international meetings). She keeps in close touch with the citizens, promoting private and public initiatives that help bring about social improvements.

Death of the Queen Lucretia I

The Sovereign Day

The Sovereign Day, known as The Queen's Birthday, is the day where Her Majesty Queen Lucretia I celebrates her birthday publicly. The occasion is treated as national day marked by 41 gun salutes and a floral parade.

The day begins with 41 gun salutes and a morning celebration at the Royal Palace, with family and friends participating. At 9:30 with a coach, Her Majesty goes to the Parascheva Church for a Te Deum.

At the stroke of 12:00 a public ceremony takes place at the Royal Palace square. The Queen appears at the palace balcony to acknowledge the birthday congratulations of crowds of festive well-wishers waving tiny flags. When the Queen ceases her greeting, the crowd starts waving the flags again and the Royal Family waves back.

At 12:15 a military parade is taking place in the Royal Palace square, where the troops salute the Queen. After the military parade is held, a floral parade and Her Majesty salute participants from the palace balcony.

The Queen’s birthday concludes with fireworks, a private dinner with her guests or with a visit to the Royal Theatre.

The Royal Court

The Royal Court is the residence and administrative headquarters, where the Sovereign carries out his activity as Head of State.

Civil House

The Civil House is under the leadership of the Marshal of the Royal Court and includes the staff with administrative duties like the administrator of the royal residences, the Crown Domains, the head of protocol, secretaries, servants, etc.

  • Royal Archives
  • Internal and Foreign Affairs Department
  • Crown Domains Department

Military House

The Military House is led by a general of the Royal Army and includes personnel with military duties like royal aides, commanding officers, Guard Battalion.

Duties of the House:

  • ensuring the security of the Sovereign and the royal residences
  • providing the adjutant service and personal guard
  • ensuring military protocol
  • ensuring the guard and guard mission
  • providing support and advice to the Sovereign in military matters

Council of Ministers / Government

The Council of Ministers known as the Cabinet or Royal Government is the supreme body of the state administration, exercises executive power on behalf of the Nation and the Sovereign and carries out the internal and foreign policy of the Brotherhood of the United Blocks. The Council of Ministers operates on the basis of Shueta's vote of confidence but also depends on the confidence of the Sovereign who appoints him to office.

The composition of the Cabinet is decided by the President of the Council of Ministers, but validated by Șueta. Currently the government structure is:

  • The President of the Council of Ministers (PM) leads the Cabinet and represents it in relations with state institutions, but also in the field of international relations.
  • The Minister of Foreign Affairs (MFA) carries out the foreign policy of the state.
  • The Minister of Internal Affairs (MIA) leads the activity of the internal intelligence service, ensures the protection of dignitaries and civilians, handles the organization of population records.
  • The Minister of Economy and Finance (MEF) organizes and manages state revenues, develops and implements public policies in the field of economy and finance, ensuring the development of important branches of the national economy.
  • The Minister of Media (MM) ensures the control over the information of public interest and promotes the program of the Cabinet.
  • The Minister of Constructions and Infrastructure (MCI) elaborates plans regarding the urban aspect of public works as well as designs constructions of public utility.

Șuetă / Parliament

Șueta (it can be readed Shueta) is the Parliament of Frăția Blocurilor Unite and have legislative role. The composition of Șuetă is made according to the parliamentary elections, based on proportional representation on party lists. The number of members is established following a national census before the elections. The number of parliamentarians is 10% of the population.

Political parties

Frăția Blocurilor Unite is a democratic state where multipartyism is allowed. However, the system has a bipartisan tinge, with power alternating in FBU history between two major parties. This tint has been maintained even today, even if there are several parties, only two manage to have a greater influence on the political scene.
