Filaret Prokhorovych Zakharov is a Pavlovian noble, politician and religious figure. He is currently a member of the Pavlovian Senate, with a combined voting strength equal to one and a half Senators by virtue of being both a Roman citizen and the plenipotentiary to the Socii state of Hasanistan. He is also a member of the Holy Synod of the Orthodox Church of Pavlov. Zakharov is ideologically a monarchist in favour of the House of Bekbulatov, a supporter of Tsarist autocracy and a theocrat. He had previously served as Pavlovian First Minister (effective head of government) in 2017 and Metropolitan of Kolchaksaray in 2018.

In addition to his activites in Pavlov, Zakharov has also participated in other micronations including Hasanistan, Mahuset, Brennonia, Nedland, Abelden, Akharnes, Nyclos and the Aerican Empire.

Political positions

Zakharov supported Donald Trump in the 2016 United States presidential election because of his isolationist rhetoric, as he regards American imperialism as a significant problem for the world, and his belief that Hillary Clinton would cause World War III. However, he soon turned against Trump following his election due to not fulfilling any of his promises, his support for Zionism, espousing of COVID-19 misinformation and ordering the assassination of Qasem Soleimani. Zakharov opposed Trump in the 2020 United States presidential election, instead supporting Andrew Yang in the 2020 Democratic Party presidential primaries and preferring Trump's defeat to Joe Biden in the general election.

He supports the creation of a Bering Strait railway tunnel.
