The Eniarkian Confederation (Ukrainian: Конфедерація Eняардоян), or simply Eniarku (Ukrainian: Eняардu), is a federal republic consisting of four cantons and three territories, with Vicis as the seat of the federal authorities. The nation is situated in the Midwest region of the United States, where it is bordered by the Empire of New Europe to the west and Westsylvania to the east, with the United States and Canada forming the southern and northern borders respectively.

Eniarku is not a landlocked country; it has a connection to the Great Lakes on three sides of the upper half of its territory. The nation is not subject to any of the effects of the region’s mountain ranges, but is known for the majority of its territory being in the severe weather-rich region known as Tornado Alley. The territory is also known for its economic centres such as Detroit, Louiville, Indianapolis, and Cincinnati.

The Eniarkian Confederation has been generally neutral since the conclusion of the Austenasian Civil War in mid-2010 and has never been subject to internal uprisings or disturbances. It has also never joined any micronational organization beyond a military alliance. It pursues an active, yet strong foreign policy, and frequently makes strides to strengthen cohesion in the Community and prevent the escalation of delicate situations.

The Eniarkian Confederation was declared after a governmental reorganization on October 24, 2011. Similar to nearly all of its previous incarnations, the constitution is uncodified. This new government has introduced numerous notable changes to the federal structure, having outlined basic and political rights of individuals and citizen participation in public affairs, divided the powers between the Confederation and the cantons, and defined the federal jurisdiction and authority.

Eniarku comprises of two main linguistic and cultural groups: American and Ukrainian. The Eniarkians therefore do not form a nation in the sense of a common ethnic or linguistic identity. The establishment of the Eniarkian Confederation is traditionally dated to 29 May 2009; Eniarkian National Day is celebrated on the anniversary.

History

Republic of Eniarku

Eniarku was originally founded as a semi-presidential republic on May 29, 2009, by Aaron Meek and Mason Horn. Founded on the principles of equality and prosperity, Meek, as President, drafted the nation's first-ever constitution, which included basic laws and rights, as well as the powers of the government and established three branches: the Legislative, Executive, and Judicial. The nation was originally created as a social experiment, but quickly developed, joining the MicroWiki Community and establishing diplomatic relations with the Empire of Austenasia and the Republic of Molossia, the two nations that had the largest impact on Eniarku. Eventually, as membership grew however, the nation slowly became more and more undemocratic as the government couldn't keep up with the large amount of newcomers. Soon after this population spike, President Meek took de facto control of the country as a dictator for about three months, after which the population began to plateau.

Red Reformation

With the President still holding de facto absolute power over the nation, he began enacting policy changes that would soon change the internal workings of the country forever. Soon, he established the Eniarkian Worker's Party (now defunct) in the hopes of installing a Communist regime into power, with himself at its head and Mr. Horn at his side. On February 15, 2010, he succeeded. The Communist government was put into power with Meek still retaining control over the nation, and the Red Reformation had been a success. He then began to slowly diffuse the power into separate branches once again, modeling the nation after the now-defunct Democratic People's Republic of Erusia, and the small micronation prospered as a Communist State.

Unification with Ohio and New Europe

After nearly ten months under Communist rule, the Supreme Executive Commissioner, Aaron Meek, was contacted by the former Emperor of New Europe Wilhelm I saying that he had received an e-mail from the Ohio Empire saying that they wished to annex Ohio into New Europe. Meek was then given a similar offer, of which he accepted. Originally know as the Movement for Tradition, the group made strides at first trying to "rebuild" the Community, which had ultimately failed. Eventually, William proposed the idea that rather than staying separate nations, they would unify and attempt to rejuvenate micronationalism on the North American continent. Finally, after nearly a month of negotiations, the three nations were unified as one: the North American Confederation.

At first, the nation had thrived under its new system. Soon after, however, problems began to plague the confederation. Plans for an election had failed due to a lack of activity, territorial disputes with stubborn micronations persisted, and idealogical conflicts between both members of the government and foreign officials were prominent. In its final month, the most predominant issue was between Willam and his Prime Minister, Aaron Meek. Willam had gathered new states that, like himself, wished for a move to the Micras, a motion that was quickly shot down by Meek and Marx, the foreign minister. Tensions soon flared out of control, and William announced his official abdication in early April 2011, and Prime Minister Meek announced the official dissolution of the confederation on April 28, 2011, and that all territory would return to its respectful nation(s), adding that Eniarku would be leaving the Community for an undetermined amount of time until its government was rebuilt.

The White Reformation

After a near month-long hiatus from the Community, Eniarku returned with a brand new infrastructure: that of a monarchy. This government type was considered in the weeks leading up to the Red Reformation, but was denied in favor of of becoming a Communist state. It was again considered after the dissolution of the North American Confederation, along with the Soviet system of government, and this time was chosen in favor of the latter.

The nation has, for the time being, thrived under its new system. The newly-formed legislature, the Imperial Assembly, has started to draft basic laws and statutes to help the nation advance quicker and keep it orderly; however, this body -- as well as the monarch -- have both decided to not draft an actual written constitution, with the Emperor stating: "A State Constitution is not necessary in the running of a country. What is necessary, however, is a strong legislative system and body that has the power to create laws designed to keep order, a judicial system with the capabilities to deter criminal activity and set precedents for the future, and an executive figurehead to serve as the symbol of national unity. All of these things need not a document to encourage them; rather, they should have the self-motivation to do it themselves.".

As attempts to increase participation in the nation continue, the Imperial Assembly is continually growing and setting more regulations in place not only for the people of the country, but to keep the power of the monarch in check. The sovereign does still retain some powers specifically delegated to him or herself, such as the power to appoint and dismiss the Imperial Chancellor, appoint members of the Imperial Council, judges, and magistrates, etc. As of now, the government is not allowing any political parties to be formed, stating that the the government needs to be fully functional before anything else is brought upon it. This overhaul of Eniarkian politics has been titled the White Revolution, but contrary to New Europe's revolution of the same name, was titled such because of the center stripe on the new flag; this represents a fresh start for the entire nation from the "center".

Reorganization and expansion

After the basic governmental structure had finally been established, the Imperial Government began working on the foreign affairs of Eniarku, a topic that had been almost completely neglected during the first weeks of the Empire. The government finally completed the nation's first-ever Foreign Diplomatic Policy, a document with the purpose of setting the standards for other nations that wish to be recognized by or sign a treaty with the Empire. Diplomatic expansion has been scheduled to begin within the coming weeks.

The Armed Forces had been formally established after the Foreign Diplomatic Policy was enacted, complete with a flag and new ranking and chain of command structure. Previously, under the Communist regime, the Armed Forces were made up of an Army, Navy, Marine Corps, Border Guard, and a complete Special Operations DIvision. However, upon the declaration of the monarchy, the forces were consolidated into two smaller branches, both under control of the Secretariat for Defense: the Army (with the Special Operations sub-branch) and the Under-Secretariat for Defense Intelligence (the Sec. for Defense's intelligence agency).

Finally, the Empire began to expand its territorial claims, with the National Council agreeing on a new strategy: as no micronations yet claimed the U.S. states of Indiana and Kentucky, the government easily laid claim to the states, declaring them incorporated territories. The government also had decided to claim the state of Ohio as its own. However, there was some problems: the Republic of Ohio claimed the entirety of the state. Rumors of this nation's inactivity were obvious, however the government wished to be sure. So, the Emperor on behalf of the Secretariat for Foreign Affairs sent out an e-mail to the Ohioan Government, stating they had a maximum of five days to declare their activity or the Empire would annex their state; the e-mail was given no response, and as such, Eniarku claimed Ohio as its own.

Contemporary era

After a few more months under the monarchy, the government again became displeased with its internal workings. Leaders announced an "undetermined time of leave", during which they would rework the internals of Eniarku. As the hiatus came to its close on October 24, 2011, the current Eniarkian Confederation was formed under a federal democratic system. This has been, and continues to be, the longest-lasting government to date, and has led Eniarku closer to democracy.

In late July 2012, the Empire of New Europe contacted Eniarku's government with ambitions of reorganizing the country, and Eniarku has been actively involved since to assist New Europe. Recently, the Supreme Court has made important decisions, one regarding the legality (and official establishment) of the Cabinet, and the National Council has voted on matters such as international treaties and agreements. The executive branch has seen the disestablishment of the Secretariat for the Interior, and the subsequent creation of the Secretariat for Homeland Security and National Intelligence. The Secretariat of State, what was previously the Secretariat for Foreign Affairs, aims to solidify relations with numerous states, as well as launch new relations with others in the near future.

Government and politics

The Eniarkian Confederation is a federal semi-constitutional republic[1] and by law a direct democracy (although it is technically currently a representative democracy), in which majority rule and federal authority are balanced by individual rights and responsibilities protected by law. The government is balanced with a system of checks and balances defined in current legislation and legal precedents. In the Eniarkian federal system, citizens and residents are usually subject to two levels of government, federal and cantonal. There are, however, jurisdictions such as the Capitol District that maintain their own level of authority as well. The territories do not have individual government authorities, but rather are directly controlled by the federal government.

The federal government is composed of three independent branches:

  • Judicial: The Supreme Court and other sub-courts, whose justices are appointed by the Federal President and subsequently approved by the National Council, can interpret and override laws that they deem unjust.

The Eniarkian National Council consists of a single chamber, which generally has around eight representatives (one from each canton and three to represent the territories) who are elected under a system determined by each canton. Deputies are elected every six months by their constituents in their canton, and are eligible for an unlimited number of terms. Territorial Attorneys are appointed directly by the Federal President to represent their particular territory. Through referendums, any citizen may challenge any law passed by the Council, as well as introduce amendments to current laws, thus making Eniarku a direct democracy as well. The president is elected by universal suffrage and serves at the discretion of the National Council, and may be dismissed from office with a simple two-thirds majority vote. If a president has served in office for over a year, he or she is subject to review by the National Council to determine if they may continue to serve. The Supreme Court, led by the President of the Supreme Court, has a variable number of members that serve for life.

The executives of each of the cantons, who go by different titles depending on their region, are most commonly elected by direct vote. These executives have the power to make decisions on behalf of their constituents, provided they cooperate with federal laws, as the cantons have no legislative bodies. The exception to this is Vicis, however; as the seat of the federal authorities, as well as the National Council, the aforementioned body is the canton's de facto legislature.

Foreign relations and military

The Eniarkian Confederation exercises a mid-size influence over the political and military spheres of the North American micronational sector. Traditionally, it has avoided alliances that may entail direct military, political, or diplomatic action, and has been in a state of armed neutrality since the end of the Austenasian Civil War. This policy of neutrality has been maintained by most of Eniarku's incarnations, and is has never joined any micronational organization beyond a diplomatic alliance. Eniarku maintains diplomatic relations with a small number of nations due to its strict, yet open, foreign policy, and has served as an intermediary party between other nations at times in its past.

The Confederation has a "special relationship" with the Empire of New Europe, very similar to that of the United States and the United Kingdom, and strong ties with Austenasia, Molossia, Havnesgade-Amager, and Westsylvania. It works with other North American micronations on military and political issues, and maintains relations with a few key states in the region.

The Federal President holds the title of commander in chief of the nation's armed forces and appoints its leaders, the Secretary of State for Defense and the Chief of Staff. The Secretariat for Defense administers the armed forces, which includes the Army and the Special Operations Unit. The armed forces actively work together with the Secretariat for Homeland Security and National Intelligence, as well as the General Intelligence Directorate, in order to ensure maximum national security and implement foreign and internal defense policies. The Secretariat for Justice also utilizes the military's assets to assist in its law enforcement duties. Military service is voluntary, however it is strongly encouraged. Conscription may occur (and has occurred in the past) during times of war or national emergency, and troops can be rapidly deployed to defend Eniarku's soil from foreign incursions or suppress internal uprisings. The armed forces serve as the primary police force of the Confederation, along with some law enforcement agencies.
