Justin Tsai (Taiwanese Hokkien: Tshuà Ī-tsin, traditional Chinese: 蔡易臻, born September 8, 2004) is a Taiwanese-American micronationalist and incumbent Prime Minister of the Principality of Hershwell. Since 2022, he has served as Secretary-General of the Taiwanese Micronations Alliance.
With his micronational involvements starting as early as 2013, Justin Tsai emerged as a leading figure of the former Principality of Rushwell and its succeding Principality of Hershwell, in both of which he led the state-building process and solidified their immense influence in the Taiwanese micronational sector. Looking to Westminster and the Taishō Democracy of pre-Showa Japan as examples, he co-drafted the Constitution of Hershwell which outlined the nation's semi-constitutional monarchist framework, voluntarily choosing to share power with the Prince of Hershwell, albeit with the Prime Minister still yielding more rights.
Tsai presided over a highly proactive foreign policy through his bilingual fluency in English and Mandarin, which allowed him to establish much contact with micronations worldwide. Seeing that the micronational community in Taiwan was highly developed yet rarely heard of outside the Mandarin-speaking world, he led a continuous movement amongst Taiwanese micronationalists to pursue diplomatic exchanges with non-Sinophonic micronations, resulting in much progress such as summits with the MicroFrancophonie and the 2023 IPSM Summit.

Tsai began his micronational career in 2013 when he and two like-minded schoolmates, notably including the grandson of a former president of the Republic of China (Taiwan), conceived the idea to simulate a republican government and co-founded the LJK Republic without knowledge of the worldwide micronational community. In 2018, Tsai was finally introduced to the community by the then-president of the Republic of Chrisland Ching-you Lin, who inspired him to establish the Principality of Rushwell with his former compatriots.
