The Democratic Commonwealth Union is a micronation founded on 21 December 2001, based in the Welsh Marshes Area of Great Britain.

Overview

The Democratic Commonwealth Union (DCU), is a micronation and new nation project based in the Welsh Marches area of Great Britain.

The DCU was founded in 2002, seeking to protect ultra-local democratic interests and increase developmental independence for its communities. It is also was a Security Council member of the former Union of Micro-Nations organization, in which the DCU's Head of State Supreme Commander Malins, was formally elected as the second Secretary-General of the organization.

Governed as a confederacy of independent communities, groups, and individuals, the DCU Government is responsible for the day-to-day security, services, and foreign affairs of these communities, whilst encouraging participation in local non-partisan/non-party based democracy as Sector and Regional Councils. The Supreme Command Select Committee is the highest central authority, made up of Cheifs of Staff and Field Marshals of services. It is represented by the Supreme Commander David Malins, who as Head of State is responsible for upholding DCU Basic State Law, negotiating foreign affairs, as well as defending the rights of the people of the state.

The national holiday is DCU Day on December 21 each year, in which the 2012 celebrations marked the 10th Anniversary of the founding of the nation, where the Supreme Commander was given a state tour of the DCU Wales Region. Other times have traditionally had a small-scale parade that charts the history of the DCU's maturity and system: The parade is repeated to see in the new year and is usually broadcast live across the DCU.

The National Anthem of the DCU is "March from Scipione" by Handel with alternate lyrics "Forevermore" written by the Supreme Commander himself: The anthem reflects on the military heritage and the civil defense capacity of the nation that continues to play an active role to this day, whilst also looking forward to a time of peaceful co-existence, liberty and progress humanitarian & technologically.

Etymology

The name of the nation reflects both it's decentralized and individualist structure, which is also reflected in the national ensign's 4 quadrants. The idea is that it is a direct Democracy that shares a Commonwealth of resources and skills, to promote unity and peace and progress in a Union of individuals, promoting their self-sovereignty.

History

Government and politics

As a nation of individuals, groups, and communities, the DCU administration is unique, with patrolled areas around sovereign territories, considered Regions of Influence as the primary unit of local administration, comprised of Sectors, Sub-Sectors, and Sovereign Territories or Protectorates. A policy of Parallel-Independence is pursued that allows dual citizenship between the DCU and the host Macronation(s), with only Sovereign Territory protected outright. The administration of the Regions of Influences is a seemingly distant one and very localized according to the responsibilities of each part of the community, as well as the day-to-day activities of the host nation in comparison to the diaspora of the DCU Citizenry and indigenous communities.

Law and order

The DCU legal system relies on a combination of local direct democracy bylaw, Indigenous Host Nation Law, and DCU Basic State Law - this is due to the constitutional arrangement of Parallel-Independence. For the most part, it is like a local authority spread over a very wide area of Regions of Influence.

Due to the unique nature of the DCU's constitutional structure, it adopts a 'Parallel Law' doctrine. It abides by the laws of the host nation(s) it occupies, developing an inter-dependent relationship where possible, but then in all remaining areas where the host nation has no sovereignty, the DCU has both locally and on a Confederate Level, Basic Law, and Bylaw that is enshrined in the DCU Constitution.

Enforcement of Basic State law and Micronational-level investigations is the responsibility of the DCU's Civil Policing Wing: the National Crime Response and Prevention Team (NCRPT). This service is one of the oldest units in the DCU - it is a mainly deterrent-based service, with only limited civil arrest powers. It is split into areas of patrol, with it's most important arm being the ever-expanding Cycleways Patrol, with interoperability with the DCU Strategic Cycle Fleet.

In mid-2017, good relations with various authorities had given recognition to the role of NCRPT Cycleways Patrol, along with that of other talent noticed by the DCU Government of Anglo-Welsh Authorities in the Regions of Influence, mooted an idea to transform the NCRPT Cycleways Patrol into a multi-national Constabulary & Rescue Service due to the unique traits and talents of the personnel - though this is considered far off in the future compared to other more strategic concerns of the DCU Government.

The legal guidance to the nation, along with penalties against Basic State Law, is decided by a DCU Justice Marshal (or DCU Marshal of the Court) who specializes in a particular area of DCU Basic State Law, along with knowledge of the host nation's legal system to ensure adherence and handing over of cases that are the host nation's jurisdiction (especially criminal matters).

Foreign relations

The DCU holds fairly informal diplomatic relations with other micronations - due to the rapid changes in many nations and especially practically, the DCU isn't always able to accommodate full diplomatic recognition, however, tries to reach out whenever there is an opportunity to empower the micronational community at large or provide steps forward

Recently, one of these efforts led to the passing and signing of the 2019 CDM Accords (named after the 3 author nations of Carpathia, the DCU & Misberia) on Climate Change and Sustainability Actions for Micronations, where a lot of the proposals were made (some of which already carried out) by the DCU and signed into it's Basic State law as of 24 September 2019

Civil Defense

The DCU's Parallel-Independence Declaration means that military policy is the responsibility of the British and Welsh Governments. Civil Defense is however the mainstay of the DCU's Defense efforts in its Regions of Influence.

The DCU Regions of Influence stretch from Ledbury in the North East, all the way to the Clydach Gorge/Swansea & Pontardawe Valley. Rolling hills, interspersed with The Golden and Wye Valleys (the latter is designated an w: Area of Outstanding Natural Beauty influenced by former glacial/periglacial activity, alongside mountainsides like the famous Sugarloaf and the Black Mountain range, forest areas like the Brecon Beacons, all make up a rough but temperate landscape. Mild Temperatures year-round make it fairly cold, especially in the winter months where the mercury can dip down below freezing and cause problems traversing over the mainly farming terrain. Early DCU Golden Valley Uniform was utilized as standard to compensate for the windchill factor on personnel.

Economy

The economy of the DCU is unique - its citizenry both participates, yet is completely separate from its immediate host environment. It also has no official currency that it issues - instead, resources as a Commonwealth is a key part of DCU philosophy.

The DCU Commonwealth Resources Office is ultimately responsible for ensuring fair sharing of resources useful to the population, though, in practice, where any citizen can help each other, it is encouraged (both in terms of goods, parts, and services).

The DCU economy has relied on a variety of areas to continue empowering its population. Areas citizens and state industries have participated in economically include: Technical and IT repair sector, Repair Sector (including via Repair Cafes), Media Production sector, Media Distribution sector, Fragile Media Archiving & Restoration sector, Educational Support Sector, Green Vehicle Technology Sector, and Alternative Currencies.

Recently, due to the vulnerability of the population due to the host nation's forced austerity measures, it was felt by many to re-double the efforts of the DCU's economy to ensure some resource stability in much of the areas above.

Culture

The culture of the Democratic Commonwealth Union is by its very definition as a nation of sovereign individuals hugely varied. However, creativity, imagination, and determination to do what is right, underline the concepts of the DCU's psyche - campaigning often for changes. Whilst it's citizenry has attempted to mix into the wider society of the indigenous populations in its Regions of Influence, very few people have become full citizens or personnel of the nation's services. In the recent decade, it has been assessed that wider society has been fearful of the often subtle differences and changes of the DCU's approach to problems, due to Neuro-Linguistic Programming in British Media outlets, that has led to a damaging cultural & societal hegemony, that often results in violent or aggressive responses both at individual and group levels (including businesses and services) when something that is considered 'not normal' is witnessed along with no skills to form relationships with alternative views to established culture (especially music, fashion and virtue signaling) On February 5, 2019, due to the severity of the problems that such forced hegemony has causing the decay of many societal links that the DCU's population wishes to make connections with, the DCU passed the DCU Anti-Cultural Hegemony Act 2019 (which was also planned as being later adopted into the UoNM organization also to assist other micronational communities globally), to give a focused approach to counter and challenge this hegemony to allow a cultural 'jump-start' that can help in many areas to keep society healthy & independent as possible.

Media

From the very genesis of the DCU, media and particularly broadcasting has played a big part in the nation. These origins began on the evening of December 21, 1991, when the founder of the state broadcaster received a tape recorder as a present. In 1995, a couple of crude programs were made and some test transmission music was captured from the microphone of the tape recorder in the absence of dedicated dubbing machines.

By the summer of 1996, a series of 45-minute programs were created to host an "advert" covering the events of the DCU's predecessor organization ("The Trouble Busters") alongside general entertainment (mainly via the Radio ZERO program) Program production became so incredible that a whole library of archives still exists of this period - making ready for regularly scheduled broadcasts (initially over in house PA system and sharing of cassette tapes to visitors)

In December 1998, the name of the state broadcaster was born - "Radio SMASH". The naming of the state broadcaster was prompted by the receiving of a kid's electronic projects lab with instructions on building a simple license-exempt AM transmitter - allowing crude on-air broadcasting of the program archives and honing the talents of the early DCU.

On the morning of December 31, 1998, with this very restricted power transmitter in operation on 530–540 kHz MW, with a make-shift microphone made out of a headphone socket and a crystal earphone, a tinny-voice announced "This is Radio SMASH...!" and played the station's signature tune. This was the launch of the first-ever micronational radio service and the first radio simulcast ever achieved.[2]

From that point on, Radio SMASH would pioneer new feats in what would be coined "ultra-local broadcasting" - with the DCU's broadcaster providing programming for various community stations, including Justice Marshal Alex Jones' Torquing Motorsport Show that is aired on GTFM every Saturday at 5 pm via Pontypridd/RCT community station GTFM on 107.5 MHz FM.

As of August 2015, hints have been made that the pioneering ultra-local broadcasting model developed by the DCU state broadcaster is to return in a big way by the end of 2015 - providing much-needed media diversity in the more remote parts of the country.

Television production came about much later around 2004 and was largely based on VHS and WMV file experiments. Eventually, it donned the name DI-TV or DJFMITV (DJFM Industries Television) and became the DCU's state TV broadcaster. In 2006, in the DCU Dominion of Glamorgan Region, it produced programming for Glam TV (the first student TV station in Wales) - eventually, it became one of the sole providers for programming on Glam TV when the station was reduced to a skeleton crew (at which point live productions and new programs of important student events became the mainstay and most popular form of programming)

On the 13th February 2010 in Cardiff ATRium, DJFMITV produced "Year of the Tiger: Chinese New Year Gala Extravaganza LIVE!" for Glam TV. Simulcast onto DVD and Livestream.com to cover the student-led event, the view count went off the scale detectable by Livestream that there were more than 50 IP addresses viewing the DJFMITV feed from ATRium at any one time - making it not only the most-watched program in Glam TV's short history but also the most popular DJFMITV program ever made. The most remarkable situation about that production was that it was produced by 3 people, 2 on cameras and 1 on vision mixer, and directing the two camera operators by DCU-standard radio equipment.

On the 23rd August 2017, the state's media provider DJFMITV put ad revenue onto its online video outlets, so as to provide more revenue to the rest of the community enterprise, along with fund future productions for release which were also commissioned around the same time - which were proposed to be in 720p widescreen, when much of DJFMITV's output has been 480p Standard Definition until that point due to the wide availability of equipment that could do 480p SD resolution and that viewers watching on mobile devices would not require a higher resolution.
