Covanellis, officially the Republic of Covanellis, is a secessionist micronation founded in concept on the 23rd of September 2011. The Republic, upon secession, will be an island nation located on the Island of Vanatinai.

The government of Covanellis is a Direct Democratic Parliamentary Republic. The processes of government are similar to that of Switzerland, ensuring that the will of the people is properly represented within the Republic.

The flag of the Republic of Covanellis is comprised of five bands with three colours. Two blue bands, symbolising wealth and progress, two black bands, symbolising strength and unity, and a white band, symbolising peace. The coat of arms of Covanellis includes the colour red, representing courage and valour. There is also a rose, representing the will of the people, a wreath of grain and a cog, representing productivity and a Covanese Star, a national symbol representing the five pillars on which Covanellis is based; Secularism, Equality, Democracy, Sustainability and Productivity.

Etymology

The name 'Covanellis' derives from a pre-existing Conlang, in which 'Kōvà' means 'Peace' and 'Nellís' means 'Nation'. When placed together, they create the title of 'The Nation of Peace'.

Government and politics

The Republic of Covanellis is a Direct Democratic Parliamentary Republic. This means that the National Assembly drafts laws and policies, and then submits them to be reviewed by the interested public. After receiving recommendations from the public and local businesses, the National Assembly debates and votes for or against the law/policy. If a member or members of the public disagree with the vote, they may contest the law, meaning that if they can gain support from at least 10,000 people who are resident citizens of the Republic of Covanellis, there will be a referendum on said law or policy (voting in which is optional).

If a law/policy is passed it is then up to the National Assembly to bring into place measures that will enforce the new law/policy. For example, if the National Assembly voted in a law that forbade able-bodied citizens from parking in disabled parking spaces, measures taken to enforce this new law would include:

• Fines for parking in a disabled parking lot without a disability indicator,

• Placing signs with pictures of real disabled people in front of the parking spaces in order to deter people from parking there and

• Clearly marking disabled parking spaces.

Parties and Elections

Currently the only party to exist within the Republic of Covanellis is the Social Democratic Party of Covanellis. Upon secession, however, another central party will be formed in order to create an opposition as well as democracy within the Republic.

Upon secession, elections will be held every six years, and any one President or Assembly Member may run in a maximum of four elections. Voting in elections will be compulsory and fines will apply to all who do not vote.

Foreign Relations

The Republic of Covanellis wishes to, upon secession, establish strong and widespread foreign relations. Some countries that Covanellis wishes to establish good relations wish include:

• The Commonwealth of Australia.

• The People's Republic of China.

• The United States of America.

• E.U. Members.

• New Zealand.

• The Republic of Indonesia.

These nations among many more are of top diplomatic priority to the Republic of Covanellis due to their military and financial capacities as well as (in some cases) their similar ideals and close proximity to the Republic of Covanellis.

Law and order

Law enforcement within the Republic of Covanellis will be the responsibility of the Covanese National Policing Department. Officers of this department will also have the capability to provide relief during natural disasters.

National courts will be responsible for all criminal trials. Judges are appointed to these courts until they step down, are made to step down by the Independent Commission Against Corruption in Covanellis, are made to step down on the grounds of mental instability or incapability, or die. The Supreme Court is responsible for protecting the integrity of the Constitution and the rights of the people. The age at which adulthood is attained and at which point it is legal to smoke tobacco and marijuana, drink alcohol, consent to sexual intercourse, own a house, gamble, marry and retail tobacco and alcohol is 18. Schooling must commence until students have completed grade 12, regardless of age. Prostitution, the use of certain drugs and the possession of any form of child pornography is illegal.

Abortion is supported by the government if it is in the interest of the health of the woman giving birth. This must be written explicitly by the woman's doctors and include legitimate medical reasoning and evidence.

Capital punishment is supported by the government for those who commit violent crime and treason. The government also supports assisted suicide if it is believed that a persons suffering may be reduced and if the person concerned has given explicit permission.

All forms of marriage, heterosexual and homosexual, are supported by the government of Covanellis.

Geography

The Republic of Covanellis will be an island nation located on Vanatinai, the largest island in the Luisiades archipelago, which are located approximately 360km south-east of New Guinea. There are distinct wet and dry seasons, with the wettest months (December, January, February) receiving up to ten times the amount of rain than the driest months (June, July, August).

The island is mainly comprised of mountains, which run along most of its length, however also has a number of mangrove swamps, flat areas and hills. Furthermore, the island is surrounded by the northernmost extents of the Great Barrier Reef.

Climate

Covanellis will have a hot, human climate year-round, with slight cooling of around 3 degrees Celsius during the winter months. This cooling, coupled with a dramatic decline in rainfall, make the months of June, July and August the most comfortable months. Summer temperatures may be eased by regular rain, but humidity on clear days will be very high and could make them quite uncomfortable.

During the summer months there is an increased chance of cyclones (also known as hurricanes), which are common in tropical regions. The island will also face many storms during these months, with multiple in one week being a common occurrence. These storms can range from negligible to severe, and will always deliver heavy deluges.

The chart seen below is of the weather in the captial city of Papua New Guinea, Port Moresby, which is in a similar climatic region as what Covanellis is expected to be.

Economy

The Economy of the Republic of Covanellis will be a mixed market economy with tax breaks for small and Covanese businesses. This is to encourage small business as well as Covanese competitiveness on a national and international scale. The Republic of Covanellis will use the Australian Dollar as its official currency, for it is an established and strong currency, especially regionally, and as such is a more sensible and economical solution than creating a completely new currency.

Taxes

Upon secession, the following taxes will be instituted within the Republic of Covanellis:

• Business Tax (on profits). This tax will differ for different business sizes, as well as for foreign and Covanese businesses. The base rate is for Covanese businesses that employ under 40 people and is 17%, and the highest rate is for foreign businesses and is 27%.

• Fossil Fuel Tax. This tax will be put in place to deter the purchase of fossil fuels, and will sit at 30% tax on all sales of fossil fuels.

• GST. Some items such as fruit and vegetables will be exempt from this tax. It sits at 17% for all items unless otherwise specified.

• Marijuana Tax. This tax will be put in place to deter the purchase of marijuana, and will sit at 40% of all sales profit of marijuana.

• Tobacco Tax. This tax will be put in place to deter the purchase of tobacco, and will sit at 40% of all sales profit of tobacco.

• Alcoholic Beverages Tax. This tax will be put in place to deter the purchase of alcoholic beverages, and will sit at 20% of all sales profit of alcoholic beverages.

• Confectionary Tax. This tax will be put in place to deter the purchase of confectionary items, and will sit at 20% of all sales profit of confectionary items.

• Car tax. This tax will be to deter the purchase of cars, and will sit at 30% of the total value of all owned vehicles.

• Gambling Tax. This tax will be put in place to deter gambling, and will sit at 30% of all profit made from gambling.

• Income Tax. This tax only applies to individuals employed by private enterprise, however the minimum wage is higher for these people to compensate. This tax sits at 35% of all income earned.

Religious institutions are also taxed as businesses.

Unemployment and Welfare

In the Republic of Covanellis a person will be able to receive unemployment benefits for one month, during which they are expected to apply for any number of jobs of their choice. If, after one month, the person has not applied or had an application accepted, they will be drafted by the government to a base-level government job, such as a janitor or public toilet cleaner. While performing this job, it is the option of the person as to whether they continue to submit job applications for higher-level government or private jobs or if they shall remain in this position. Furthermore, if a person is accepted for a job, but loses it within six months, they will not be eligible for unemployment benefits and will also be drafted to a base-level government job.

Any working and underage citizen will also have the right to free healthcare, education and training, public transport, utilities (300 litres of water per person per day, electricity, sewerage services and Internet) and more.

Culture

Culturally, the Republic of Covanellis will be similar to Australia and China, sharing many important holidays such as Chinese New Year, as well as cuisine, such as Jiaozi and Barbeques, with these two countries. Linguistically, Covanellis will be close to Australia, China, with English being the official language and Mandarin Chinese compulsory to learn in school.

The government of Covanellis aims to create a lifestyle within Covanellis that allows for leisure and recreational activity, while also promoting hard work and efficiency from it's citizens. Liberal laws, developed active transport infrastructure and developed leisure and recreational infrastructure are among the means through which the government will establish this.

Covanellis shares many holidays with Australia and China, however it also has a number of it's own holidays. Religious holidays, such as Christmas and Easter are not included as holidays within Covanellis. Below is a list of all national holidays.
