The President of the House of Councillors (Portuguese: Presidente da Câmara dos Conselheiros) is the presiding officer, chairman and highest authority of the House of Councillors, the lower chamber or the bicameral parliament of Ebenthal, the Konkrëse. The president of the chamber is appointed by the Minister-President among the members of his party or coalition in chamber. The office has no term lenght, but the Minister-President can only dismiss the officeholder through a party vote.

The President of the House of Councillors presides over the house's debates, determining which members may speak and which bill and amendments are selected for consideration. It is also responsible for maintaining order during debate, and may punish members who break the rules of the house. The president takes part in debate and vote, holding exclusively the power of a second vote to break ties. Aside from duties relating to presiding over the councillors, the officeholder also performs administrative and procedural functions. In addition, they remain a constituency member of the chamber. The President of the House of Councilors is de facto the deputy prime minister, and assumes the head of government on an interim basis during the absence or incapacity of the prime minister.
