Constitution of the Free Republic of Scameria

The Constitution of Scameria is the document to which the citizens of Scameria and the government must adhere. The Constitution can only be changed by popular votes and by the government. The different regions of the nation can use their own constitution, which has to be based on the basic constitution.

Artikel 1. Die Freie Republik Scameria ist eine Präsidiale parlamentarische Demokratie welche dazu verpflichtet ist, Menschenrechte , Demokratie und Freieheit zu schützen. Artikel 2. Jeder hat das Recht auf die freie Entfaltung seiner Persönlichkeit, soweit er nicht die Rechte anderer verletzt. Jeder hat das Recht auf Leben und körperliche Unversehrtheit. Dieses Recht darf nicht verletzt werden. Artikel 3. Jeder Mensch ist vor dem Gesetz gleich. Niemand darf wegen seines Geschlechtes, seiner Abstammung, seiner Rasse, seiner Sprache, seiner Heimat und Herkunft, seines Glaubens, seiner religiösen oder politischen Anschauungen benachteiligt oder bevorzugt werden und Niemand darf wegen seiner Behinderung benachteiligt werden. Artikel 4. Die ungestörte Religionsausübung wird gewährleistet. Artikel 5. Jeder hat das Recht, seine Meinung in Wort, Schrift und Bild frei zu äußern und zu verbreiten und sich aus allgemein zugänglichen Quellen ungehindert zu unterrichten. Die Pressefreiheit und die Freiheit der Berichterstattung durch Rundfunk und Film werden gewährleistet. Eine Zensur findet nicht statt. Artikel 6. Bildung und Lehre muss kostenlos und für jeden zugänglich sein. Artikel 7. Jeder hat das Recht sich frei zu versammeln, dies muss von der Regierung gewährleistet werden. Artikel 8. Wohnungen dürfen nur mit einem Beschluss von der Polizei untersucht werden und dies auch nur wenn es zur allgemeinen Sicherheit dient. Artikel 9. Im Falle von Arbeitslosigkeit muss die Regierung einschreiten. Artikel 10. Die Sicherheit der Brüger muss durch die Regierung gewährleistet werden. Artikel 11. Der Verfassungsschutz hat das Recht Rechtsradikale Vereinigungen aufzulösen und zu verbieten, wenn diese gegen die Verfassung verstoßen. Artikel 12. Das Staatsoberhaupt stellt ein Heer aus Freiwilligen für die Verteidigung des Staates auf. Personen unter 18 dürfen sich nicht freiwillig melden. Artikel 13. Die einzelnen Regionen können eigene Gesetze aufstellen und ihre eigen Verfassung nutzen, diese darf allerdings nicht gegen die Grund Verfassung verstoßen und muss an diese angelehnt sein. Die Regierung gewährleistet die Autonomie der Regionen. Artikel 14. Die Richter sind unabhängig und nur dem Gesetz unterworfen. Artikel 15. Der Staat schützt die Bürger vor Willkür. Artikel 16. Das Volk hat ein Recht auf Demokratie, der Staat muss das Volk bei großen Entscheidungen hinzuziehen. Artikel 17. Jeder Bürger hat das Recht das Land zu verlassen und zurück zu kehren. Artikel 18. Religionen dürfen sich nicht in die Politik und Regierung des Landes einmischen. Artikel 19. Die Artikel können nur durch die Regierung geändert werden- Artikel 20. Diese Verfassung ist nur auf Scamerischem Boden zulässig und einzuhalten.

Constitution of the Free Republic of Scameria: (English) Article 1. The Free Republic of Scameria is a presidential parliamentary democracy that is committed to protecting human rights, democracy and freedom. Article 2. Everyone has the right to the free development of his personality, provided that he does not violate the rights of others. Everyone has the right to life and physical integrity. This right must not be violated. Article 3. Every human being is equal before the law. No one shall be discriminated against or favoured on the basis of his or her sex, descent, race, language, homeland and origin, faith, religious or political views, and no one shall be discriminated against because of his disability. Article 4. The undisturbed practice of religion is guaranteed. Article 5. Everyone has the right to freely express and disseminate his or her opinion in word, writing and image and to communicate freely from generally accessible sources. Freedom of the press and freedom of reporting through broadcasting and film will be guaranteed. There is no censorship. Article 6. Education and teaching must be free and accessible to everyone. Article 7. Everyone has the right to gather freely, this must be guaranteed by the government. Article 8. Apartments may only be examined by the police by a decision, even if they are used for general security. Article 9. In the event of unemployment, the government must intervene. Article 10. The safety of the Brumbies must be guaranteed by the government. Article 11. The protection of the Constitution has the right to dissolve and prohibit right-wing radical associations if they violate the Constitution. Article 12. The head of state sets up an army of volunteers to defend the state. Persons under 18 are not allowed to register voluntarily. Article 13. The individual regions can draw up their own laws and use their own constitution, but this must not violate the basic constitution and must be based on it. The government guarantees the autonomy of the regions. Article 14. The judges are independent and subject only to the law. Article 15. The state protects citizens from arbitrariness. Article 16. The people have a right to democracy, the state must involve the people in big decisions. Article 17. Every citizen has the right to leave the country and return. Article 18. Religions must not interfere in the politics and government of the country. Article 19. The articles can only be amended by the government - Article 20. This Constitution is only permitted and complied with on Scameric soil.
