Common Development plan

The Common Development Plan is an ongoing national directive of the Co-operative Government of Easway, implemented by the United Common Assembly on 10 January 2023. It follows on from the previous year's Administrative and Resource Maximisation plan and aims for the "Co-operative Government to work towards creating and reforming institutions and legislation, which fits with the common needs and values of the cultures and communities that have been grown within our homeland since independence."

Background

From the 1 January 2021, Easway had re-branded itself as the Realm of Easway and set about reforms through trial and error on the democratic system of government. Much of this revolved around the question of how much power should the heads of state federal Council have vs the heads of government National Directorate, as well as the task of creating a functioning legislature. This took place within the framework of a rapidly forming multi-party directorial system. Not without its errors, it succeeded in much legislation.

In February 2022, Easway reacted to the Russian Invasion of Ukraine and sided with Ukraine, placing limited sanctions on resources that could relate to Russia's arms industry. This took a hit to the Easwegian economy and reform was discussed. One of these was limiting the scope of government, and the first enterprise was known as the Transitional Movement, a movement launched by the Mutualist Ouroboros Party, Solidarity, and the Pomors Reformist Party of Easway. The Transitional Movement aimed to limit the chief head of state's influence, then Emizerri over constitutional amendments and fix their title, so they could no longer use the honorary title of Emperor. Eventually successful, the new title chosen was Grand Councillor.

In August 2022, to address the economic downturn, the Government implemented the Administrative and Resource Maximisation Plan (ARM Plan), which worked to rapidly reform the public service and streamline government services, essentially cutting away the fat. Largely seen as a success, in a re-election campaign in December 2022, Emizerri promised a new national plan and also promised a referendum in the new year to change the name of Realm of Easway to one more reflective of the Common Renewal of Easway. The Common Development plan was adopted by the Assembly on 10 January 2023. Eventually on 31 January 2023, the name Common Union of Easway was chosen.

The 10th United Common Assembly under the new Grand Councillor Squ Bai administration voted to continue the plan for another year on 10 January 2024.

Implemented Policies

  • 31 January: Grand Councillor Emizerri achieves his campaign pledge with the successful Forty Eighth Amendment on a Common Union referendum, officially changing the name of the micronation to the Common Union of Easway.
  • 1 February: The national legislature passes an act for a Joint-Research Commission on Child Safety and Gender Equality
  • 9 February: Pomors-Russian is voted by the Pomors diet to become the fourth official language of the Easwegians.
  • 20 February: Approved by the Imperative Council, the Pomors diet votes to change the name of the Pomors Isles, Easway's national park, to the Common Sailors Park to indicate its status as belonging to all of Easway. The Pomor names of its islands remain to reflect and respect the heritage.
  • 22 February: The acronym of the Easwegian National Guard's ground forces, EMD, originally standing for Emando, is changed to Easwegian National Guard, by Grand Marshal Oleskiy and Grand Councillor Emizerri, to reflect the multi-lingual population it serves.
  • 28 February: A federal Common Union Treasury is created and the Ministry of Economics is changed to the Ministry of Finance & Economics.
  • 3 March: The national legislature votes to set its official name as the United Common Assembly.
  • 8 April: The Fiftieth Amendment on Reforms to Governing Structure referendum passes. This act unifies the National Directorate and transfers full legislative powers to the United Common Assembly, which votes in a parliamentary capacity. President Metalli, who supported the act, described the amendment, saying 'Easway will cut off its fat.'
  • 12 June: The Brush-Off Campaign is launched with the aim to safeguard Easwegian democracy.
  • 17 July: The Fifty First Amendment on Associated Community Incorporation and Constitutional Restructuring referendum passes with 91% of the national vote. This transfers all core executive duties into the strengthened National Directorate and incorporates Vardø as a condominium and Halvmåneøya as a reserve into the Pomors Frontier commonwealth of Easway.
  • 7 August: Gender-affirming care is legalised through a Supreme Court ruling.
  • 12 August: The Easwegian Seven Principles of Public Life act is passed, which outlines seven standards of which public-officers must abide by.
  • 29 August: Reform of the Easwegian Grand Chamber, new categories and medals are added and replaced to the House of Zerri, including the new Champion of the Easwegian Grand Chamber to replace the Elder's Medal.
  • 1 September: A deal is struck is struck with Vaurrai Industries to increase the efficiency and capability of the Easwegian National Guard.
  • 29 September: The Brush-Off Campaign is concluded and declared successful with the defeat of Kingdom - 1925, a terror group which had existed in one form or another since January 2020.
