The Chancellor of the New Westphalian Assembly also known as the Chancellor of the Assembly is the nation's Head of Government and is entrusted with forming a government from the Archons in the New Westphalian Assembly to effectively and efficiently run the country. The Chancellor of the Assembly is an Archon of the Assembly, voted into his/her seat by their constituents in a single transferable vote election. They are generally the leaders of the party obtaining the most seats in the Assembly. The Chancellor for the Assembly is appointed by the President to form a government. It is the duty of the Chancellor of the Assembly to form and lead a government that is responsible for running the country's day-to-day affairs and to report to the Assembly, answer questions from Archons and to meet regularly with the President.
The Chancellor of the Assembly is responsible for meeting regularly with the government as well, ensuring that all departments are keeping on track. The Chancellor of the Assembly chairs meetings of the Chancellery of New Westphalia (the executive branch) on a weekly basis, if not more regularly, and reports the business to the Assembly.
The Chancellor of the Assembly is sworn into office, after appointment by the President, to protect and uphold the laws and customs of New Westphalia. As such, the Chancellor of the Assembly must represent the views of the majority of the people. A Chancellor of the Assembly who, it is felt, does not represent the interests of New Westphalia may be removed by a vote of no confidence in the New Westphalian Assembly.
The Office of the Chancellor of the New Westphalian Assembly was created upon the foundation of the Republic of New Westphalia during the negotiations for the Merger of Nations between Draega and the C.P.R.S. to be the office of the Head of Government of the Republic. During the discussions for the Merger of Nations it was agreed that James Whittle of Strathy would provisionally hold the office and be known as the inaugural holder of the office.
The current Chancellor of the New Westphalian Assembly is James H Whittle who was appointed to the position the Nineteenth of August, 2013. He is the first Head of Government for the Republic of New Westphalia.
The Chancellor of the New Westphalian Assembly is elected to their seat as an Archon in the Assembly. Usually the leader of the largest party in the Assembly, they are appointed to the position by the newly elected President of the Republic to form a government
Early Cessation of Chancellor's Terms
In addition to the official end of a Chancellors's term, a premiership may be cut short by; death, illness or disability resulting in the inability to continue with one's duties, a vote of no confidence in the New Westphalian Assembly gaining a two thirds majority, or being found guilty of treason.
In the event of a term being cut short for one of the above reasons the Deputy Chancellor of the Assembly is charged with the duty of holding the Office of the Chancellor of the Assembly until such time as a new Chancellor can be appointed. In such a scenario the Deputy Chancellor of the Assembly may hold the office no longer than until the end of the natural term of the removed Chancellor of the Assembly.
The Chancellor of the Assembly has a number of duties to perform whilst in office. In addition to fulfilling an manifesto based promises the duties of office include:
- Forming a government filling at least the Chancelleries for Home Affairs, Foreign Affairs, Finance and Defence.
- Leading the governing party in the Assembly.
- Answering questions during Questions to the Chancellor of the Assembly.
- Chairing meetings of the Chancellery.
- Reporting Chancellery business to the Assembly.
- Representing the Republic at official events where required.
Additional duties and tasks must also be fulfilled depending on circumstances and the requirements of government and the Republic at the time.
