The Chairman of the Presidium is the de jure head of state of Livonia.
Appointment
The Chairman of the Presidium is selected by the Political Bureau of the Communist Party. The selected candidate is then presented to the Supreme Soviet for an up or down vote. A simple majority is required to confirm the appointment.
Powers
The Chairman of the Presidium is the de jure head of state of Livonia. They have the power to recognize foreign nations, conduct diplomatic relations, and represent Livonia in foreign nations.
The Chaiman, with the consent of a simple majority of the Presidium, may promulgate decrees that form national law. Without the support of the Chairman, the Presidium may not act or issue decrees.
