The Administrator of New Indischeland (Hindi: नए इंडिस्चेलैंड के प्रवासी क्षेत्र के प्रशासक, Bahasa Indonesia: Administrator Wilayah Luar Negeri Indischeland Baru, Malay: Pentadbir Wilayah Luar Negara Indischeland Baru) is the de facto head of state and the de jure head of government of New Indischeland. While the Rashtradhyaksh serves the de jure head of state of the territory, the administrator acts as their chief representative to the territory and is responsible for the territorial affairs. The office was established in 2022, when self-government was first granted to the territory. The Administrator is appointed at the pleasure of the Rashtradhyaksh in their capacity as Sovereign of the Overseas Territories in consultation with the Minister of External Affairs of the Government of Vishwamitra.
Qualifications
The officer appointed as the administrator of the territory must fulfill the following requirements:
- Must be a citizen of Vishwamitra.
- Must be a local and resident subject in the territory.
- Must not be unsound of mind and ability.
- Must not be declared ineligible by the Court of Law or any other institutions.
Powers and duties
The Administrator is responsible for the defence, internal affairs, finance, expenditure, emergency, disaster management, transport, business, commerce and other affairs related to the day-to-day administration of the territory. In consultation with the Sovereign and Minister of External Affairs, The Administrator may appoint a Deputy Administrator and, if needed, other officials under His Majesty’s Public Services for the maintenance of the affairs of the state.[1] The administrator must perform their duties as directed and assigned to them by the Sovereign and Minister-responsible.
The administrator is also responsible for the following basic administrative mechanism of the territory:
- Security and defence
- Internal affairs
- Finance and expenditure
- Business and commerce
- Culture and tourism, media, sports
- Disaster management and emergency services
The administrator must also perform duties including carrying out military functions and investiture functions in the absence of the Sovereign, they also hold Grand Master of the respective territorial order/decoration/medal as created by the Sovereign on the administrator’s advice.
