Millania declared its independence in early December 2017 in Colombia. Today, Millania is composed of two constituent Kingdoms that have land claims in Hong Kong, Thailand, and the United States with the larger predominant piece of land located in Colombia. The nation was founded on 1 December 2017 and is surrounded by the Department of Valle del Cauca in Colombia. The current Emperor of Millania is Ramá II (More commonly known as Carlos I), after the abdication of Santiago I on 5 May 2018.
Thomas Andersson is the current Chancellor, who is the head of the Terataga in Millania, while Jack Satterfield is the Opposition Leader and Crown Prince Nicolas Millan resides as Speaker. Millania's official capital is the City of Granada Nicosi, D.C., more commonly known as Nicosi City. Other cities include Pasabrillo and Prietona. The Empire consists of seven prefectures, and a miriad of other possessions. Millania is named after House Millán, the ruling family of the empire. The name New Granada refers first to the Great Colombia, as well as to the entities that followed. This was the name given to a group of 18th-century Republics in northern South America, where Millania is located. The prefix Union Refers to the three kingdoms that united under one banner at the Summit of the Four Kingdoms; Cornosia, Howellville (Both of which are now Yochtia), and Millania. The suffix and Lands Represented by the Crowns of the Council of Four refers to territories and colonial possessions of Millania and Yochtia.
"The Club" or "The Republic" is the first political entity that Millanian history can be traced back to. Not much is known about this state, as most official documents from this period were not recovered. Founded by a small group and without any territory, it faced opposition with "The Oligarchy". These two groups participated in small conflicts and often threw insults at their memberships. After a few months, a treaty was signed by their two leaders, unifying the two states. The Republic soon fell into turmoil, with many secessionist movements, and fraudulent political movements. The Republic eventually dissolved in June due to most of its membership losing interest.
Proto-Millanian States Period
The first sign of activity within a proto-millanian state was a poll that took place on 22 September 2017. The group began forming small states that formed federations. The most important of these states were the Kingdom of Millania, and the Shogunate of Canton, the only two states with enough political power to occupy and control other states. The first nation that unified them was The Principality of Nicosia, the first proto-millanian state, founded 16 October 2018. Nicosia was an unstable fledgeling nation, run by a small group of regional monarchs and nobles, and only lasted about a week. The Republic of New Granada was modeled after the old Republic of Gran Colombia, and soon was overthrown by The Republic of Millania, an autocratic state first founded shortly before the Empire in late October, where all of Millania's policies derive from. It stabilized the state, and allowed for much development to take place. This republic soon was reformed into a provisional Parliament, the first elected legislative body in history. The Parliament created the first administrative divisions, under the short-lived Department System, claimed territory in Hong Kong, and drafted the Declaration of Independence, the first document which regarded Millania as an Imperial Empire.
Millania declared its Independence from the Republic of Colombia on 1 December 2017, after a short ceremony, in which most of the first Parliament and other important figures signed the declaration. On January 11, Millania joined the United Micropact, and began its first diplomatic initiative, ending a short period of isolationism. Millania saw an immense boom in development since then, with the foundation of Ministries, and a Supreme Court, as well as the first Militia of the Millanian Army.
First Granadine-Cornosian War
Millania sent a memo to the government of Smithlandia, requesting a formal unification of nations. On 15 January, The People's Democratic Republic of Smithlandia responded by declaring war on Millania. At 2:17 p.m. on 17 January 2018, Smithlandia of Kentucky (the successor state of the People's Republic) agreed to cede its possessions to Millania and New Granada, ending the First Granadine-Cornosian war. Smithlandia was split into two autonomous duchies, the Grand Duchy of Howell, and the Duchy of Smithland.
The Cornosian Rebellion, Also known as the Second Granadine-Cornosian War, began on 28 January 2018, when Connor Smith, Duke and Former Dictator of Smithlandia declared independence with no prior notice and then declared war once more. In the late morning, an unprecedented act from the Cornosian Rebellion ended the Cornosian Rebellion. At exactly 11:00 am HKT, 2 June 2018, a treaty was signed between the Imperial Empire of Millania and New Granada and the Rebel Cornosian Government, ending The Cornosian Rebellion.
The Millanain Imperial Family released an executive reform document, creating a stronger parliament, better Subdivisions, and a reformation of the Nation's Interior. The Millanian Parliament was split into two houses, and Departments were reformed into Prefectures, and new borders were redrawn. Millania began implementing a more uniform and professional system, better reflecting the originally intended balance of power.
First Millanic Act of Union
Four leaders came together, beginning the Summit of the Four Kingdoms. The Imperial Empire of Millania and New Granada, the Grand Sultanate of Howelliville, the Kingdom of Anderssonia, and Smithlandia of Kentucky (Now Cornosia). Representatives of the House of Uribe, the Kingdom of Prietstein (a constituent kingdom of Millania), the Shogunate of Canton, the Order of the Great Dragon of the East, the House of Ávila, the House of Vargas, and the House of Butler were all present. They all (with the notable exception of Anderssonia) decided to Unite under the banner of Millania. Therefore, the Imperial Empire of Millania and New Granada, and Lands represented by the Crown, was to be known as the United Kingdoms of Millania and New Granada, and Lands Represented by the Crowns of the Council of Four. The Millanian Parliament added Two Seats in the following elections for Howelliville, and Cornosia. The Millanian Imperial Family remained the leading force in Millania, but a strong federation was formed between the following kingdoms, yet even with their own kings, the leaders swore allegiance to the the Millanian Crown; The Millanian Empire, The Sultanate of Howelliville, The Kingdom of Cornosia, The Shogunate of Canton, The Kingdom of Prietstein, The Empire of Uribia, The Duchy of Llamashimananu, (The previous four are constituent Kingdoms led by the House of Millán,) The Order of the Great Dragon of the East, and Anderssonia (Becoming a Millanian Commonwealth State, wanting to carry out its affairs independently instead of unification.) The Order of the Great Dragon of the East became a Sovereign Order, serving the Union, and the Millanian Commonwealth. The Order had no Territory, however was Headquartered in Imperia, Canton.
Millania experienced a boom in activity, and legislation. This is the period when the bulk of the Nakjatsa was drafted and approved, provisionally becoming law. A Millanian culture and language was created, and Poonist religious leaders made Lichingrad the Capital of the Poonist Religion. Millania also saw another massive reform, once again reforming the Parliament, and enforcing the first law beyond the Nakjatsa, the Millanian Economy Act.
The Seilung Crisis began on 24 August, when Prime Minister Nicholas Randouler resigned from office, leaving the government "unfit to lead". By law, if two Prime Ministers resign in one term, the government is declared unfit to lead and is replaced by the Emperor and an appointed council. As expected by the Imperial Family, the loose federation between Millania, Howellville, and Cornosia was broken. King of Cornosia, Connor III, decided to break the treaty binding the three nations together into one mighty Empire, thus allowing for his own people to be placed under martial law by the other two nations. Connor Smith, King of Cornosia, began yet another rebellion, this time, nationwide. Former MPs Jack Satterfield, and Jackson Mariano, as well as Patriarch of the Poonist Faith Aidan Mefford, formed a rebel government (Known by the Millanian Army as the Mik) which aimed for the destruction of Millania as a whole. Smith was promptly exiled from his kingdom and Millania, whilst the other rebels have been removed from politics, and charged with treason, and high treason. Howelli Sultan, H.C.R.H. Edmund I, was informed and had the two Successor stares of Cornosia ceded to Howellville to form the Caliphate of Yochtia (named after the Yochtese, or natives of Howellville and Cornosia), after 7 days of Martial Law. Millanians residing in the Prefectures of Canton and Victoria were assured their safety, as the Military Mobilized within 24 hours. All embassies in said prefectures were closed for the time being. The new Republic that Smith formed is known as the Mik Autocracy in Exile by Millanians. At this point, half of the rebels were classified as inactive, and were returned to Millanian Society, leaving Smith and Satterfield. Millania declared war on the Mik Autocracy in Exile on 18 September 2018. After the signing of the Wrythe Convention, the Mik were removed from power in Millania.
Second and Third Acts of Union
Millania and the Duchy of Charlbrough, the Second Federal Republic of Gran Colombia, and a loosely organized federation of tribes agreed to sign the Second Millanic Act of Union. These nations would unify under the Millanian Crown. The signing took place in the Convention of Pasabrillo, where, de facto, the signatories met in the Second Summit of Four Kingdoms. The parties involved remained autonomous, holding equal status to that of Yochtia, that of a Constituent Realm, with the exception of the Benetian Tribes, which were given Indigenous Status.
The Third Act of Union took place in the Second Convention of Pasabrillo, unifying Millania and the Kingdom of Anderssonia under the Millanian Crown. Mansa Toika II famously wrote "This goes both ways" on article three, entailing submission to the Millanian Crown, however the meaning of this added clause is debated.
During the Reign of Carlos I, Millania saw minor expansion of territory. Millania also arguably became the leading power in all of Asia. Millania was accepted as a full member of the Grand Unified Micronational , and grew exponentially in citizenship, doubling in population.
Government and politics
Millania is a representative democracy. The government is regulated by a system of checks and balances defined by the Millanic Nakjatsa, which serves as the country's supreme legal document. In the Millanian system, citizens are usually subject to one level of government; federal. In almost all cases, legislative officials are elected by a plurality vote of citizens by prefecture. There is no proportional representation at the federal level, and it is rare at lower levels.
Millania is a constitutional parliamentary monarchy, headed by the Emperor or Emperess. The present reigning Emperor of Millania is Carlos of Prieto Ávila, who holds the title of "Emperor of Millania" (kokoning mijanja), since 16 May 2018. The monarch is the primary head of state of the Millanian government. The monarch has absolute power, by divine right. The monarch rules for life following their coronation. After the end of the reign of the previous monarch, the next monarch is chosen following the rules of primogeniture.
The Chancellor presides over the Terataga and acts as the representative of the Government to the Emperor. He is a Peer and the leader of the group that has the majority of the Chamber of Peers and in turn is appointed by the Emperor. He is the representative of the entire Government and, in the interests of the state, represents the entire country.
The Imperial Cartegesa consists of the ministers of Millania. The Cartegasa exercises the executive powers of the Government. The role of the Cartegasa is to ensure proper supervision of government bodies, report to the House of Burgesses on its discussions and conducts, to decide on the objectives of the policies of the Government and how they should be implemented, and to implement all Acts and ordinances passed by the Terataga and the Courts. The Ministers of the Cartegasa are responsible for implementing the policies of the government and are the heads of their respective ministerial portfolios. The total amount of ministerial portfolios are determined by law.
The Imperial Terataga’s role is to ensure order within Millania, and represent the people when passing laws. It is composed of two chambers, the Chamber of Burgesses and the Chamber of Peers. The Chamber of Peers is the upper chamber of the Terataga. It is the collegial branch and its purpose is to debate bills originating from the Chamber of Burgesses and to ensure checks and balances within the content of the bills, although bills may originate here. Members of the Chamber are called Members of the Terataga. They may serve and be appointed in the Cartegasa. Members of the Terataga are elected using the single-transferable voting system at a regional constituency. Members of the Terataga serve for a term of one year and may be re-elected. The Chamber of Burgesses is the lower chamber of the Terataga. It is the originator of all legislation and the voice of the people. Members of the Chamber are called Burgesses. The Chamber shall be an assembly of all citizens of legal age, who each get one vote. Members of the Chamber accredited by the Emperor shall be granted the title of Member of the Upper Caucus and given two additional votes. Burgesses serve for a term of one year and may reconvene after then. Their terms shall end at the same day they first convened or when the Terataga is dissolved by the Emperor.
The federal court system consists of three main types of court: Courts of Pleas, Appellate Courts, and the Imperial Magistrate of Millania, as well as subordinate Prefectural Courts. The Court of Pleas is the court of first instance for all crimes committed by a citizen. Following the initial ruling, an appeal may be made to the Court of Appeals to review the case. Following this, either the Magistrate or a Prefectural Court is the court of last instance, and rulings may not be appealed further. The Magistrate is also used for crimes committed in more than one prefecture, and for suits against the government of a prefecture or the federal government. The Magistrate also holds the power of judicial review.
The High Justice of Millania is the head of the federal judicial system, and administers all federal courts. The chief justice is appointed by the Emperor. The powers of the chief justice include appointing and dismissing all federal judges and judicial review as the leader of the Imperial Magistrate. The high justice may appoint and dismiss all federal judges except for justices of the Magistrate. The high justice is a permanent member of the Magistrate for the length of their tenure. As a member of the Supreme Court, the high justice, along with the other justices, reviews all legislation to ensure that it is constitutional.
Millania has operated under a multi-party system for all of its history. For elective offices at most levels, state-administered primary elections choose the major party nominees for subsequent general and prefectural elections. Since the general election of 2019 in June, the major parties have been the Conservative Party, founded in 2017, and the Liberal Party, founded in 2017. The Chancellor is elected through a nationwide preferential system vote. The prefectures of the West, known as "turquoise region", are relatively liberal. The "red region" of Rio Alcalá are relatively conservative, and the Cantonese prefectures are known for far-left beliefs. In the I Parliament, both the House of Peers and the House of Burgesses are controlled by the Grand Alliance. The House of Burgesses consists of direct democratic positions and representatives; the House of Prefects consists of 5 elected officials. Other notable Parties include the Marketists, Millanian Social Ecology, and the CBBP.
