1 - There exist three language classes in the PPDR: class 1 denoting German, the official national language; class 2 denoting international languages, such as English, Mandarin or Russian and class 3 denoting all languages spoken by a minority in the PPDR. The titles and contents of state documents are always written in class 1; titles are as well always written in class 2, but content only if necessary. Documents are fully translated to class 3 languages on demand.

The Pangavian People's Democratic Republic (ger. Pangawische Volksdemokratische Republik) is a landlocked country in Central Europe, originally and officially still part of the Republic of Austria, however de-facto independent. Its claimed territory borders the Federal Republic of Germany (Bavaria) and the Republic of Austria (Salzburg, Styria and Carinthia) and encompasses 1310 square kilometers. The terrain is highly mountainous with the small country being fully submerged in the Eastern Alps and its highest peak being the Ankogel at 3252 meters, lying in the very south.

Since August 2017, the communist, pro-independence Pangavian People's Liberation Army and anti-communist, pro-Austrian rebels were clashing in the Pangavian Civil War. The war ended in September of the same year.

The name Pongau (Pangavia) was first mentioned in Salzburgian trade documents from around 788. It was originally used to describe the relatively small area around Bischofshofen that was given to the St. Peter monastery in Salzburg by Duke Theudebert of Bavaria. In the 12th century, Pongau was as well used as the name for the Bischofshofen castle.

Geography

Previously, as part of Austria and its state Salzburg, it made up the 6 districts of the federal state of Salzburg together with the Pinzgau in the west of it, the Lungau in the south-east, as well as the Tennengau and Flachgau in the north.

Major towns

The largest town of the PPDR is St. Johann with a population of 10,945, followed closely by the capital Bischofshofen with a population of 10,483. Other large towns are Schwarzach (7,283), Mittelgastein (6,884) or Werfen (6,155).

Politics

Politics in the Pongau region were dominated by conservative and Roman-Catholic groups while it was part of the state of Salzburg. In August 2017, troops of the communist Pangavian People's Liberation Army, the armed wing of the Pangavian Communist Workers' Party, stormed local city and district councils (St. Johann, Bischofshofen, Radstadt and Nordgastein) and proclaimed the Pangavian People's Democratic Republic on the territory of the former district Pongau, making its new capital Bischofshofen and installing an interimistic government.

On 5 August 2017, the interimistic government was abolished in favor of a "Permanent People's Government" installing 10 People's Commissariates (Volkskommissariate) (acting as ministries), with the CC of the PCWP (ZK der PKAP) as head of state and government by a party decree. Liana Dubsky was elected again as primus inter pares chairperson of the CC of the PCWP, Christine Hofer as vice-chairperson. The National People's Assembly (Nationale Volksversammlung) convenes every half year and elects or confirms the offices of the People's Commissars.

On the same day, the newly founded People's Commissariat for Justice established 3 regional (Volksregionalgerichte Nord, Süd, Ost) and 1 supreme court (Oberstes Volksgericht) to succeed the PCJ in its interimistic duty to act as a court. The People's Commissariat for Oppressed Genders was reformed into the People's Commissariat of Gender and Sexuality, including 2 Advisory Councils (Beiräte) concerning queer and women's politics respectively. As well, the People's Commissariat of Agriculture was reformed into the People's Commissariat of Agriculture, Forestry and Health, adding 3 advisory councils concerning reforestation, collectivization and land reform and healthcare. An institute for pharmaceutical research was also placed into the jurisdiction of the PCAFH. Another People's Commissariat has been introduced, the P.C. for People's Security, with the Office for Protection from Counter-Revolutionary Activities (BAKU), the executive wing of the PCPS, subject to it, eventually forming the Pangavian state intelligence service.

On 12 August 2017, the People's Commissariat for Domestic Affairs established the national police force, the People's Police (Volkswachkörper), as well as the National Border Defense (Nationaler Grenzschutz), along with the National Customs Administration (Nationale Zollverwaltung), thereby assuming the duties interimistically carried out by the Pangavian People's Liberation Army.

Independence War

After the proclamation of the People's Democratic Republic, a civil/independence war came to being as anti-communist forces, loyal to the Republic of Austria, chose not to recognize the newly established government and, via militias, kept control of areas around Großarl and Eben. The headquarters of the anti-communist forces is situated in Eben. As of now, the Republic of Austria has been hindered from reacting to the proclamation of the People's Democratic Republic by EU regulations. It seems likely that pro-Austrian rebels do and will in the future only receive passive support by the Austrian Armed Forces and the Republic of Austria generally.

As of 20 August 2017, front lines remain unchanged from the day conflict ensued, barely any open conflict has occurred so far.

On 29 August 2017, deputies of both parties signed a temporary armistice treaty in Eben.

The temporary armistice has been transformed into a permanent armistice on 5 September 2017. The United Civic Guards in accordance with the Republic of Austria de-facto recognize the independence of the Pangavian People's Democratic Republic, however, parts of the originally claimed area were granted to the Republic of Austria.

The Pangavian People's Liberation Army has been supported by a number of overseas volunteers.[1]

Economy

The economy of the PPDR is mostly agrarian in order to ensure a high percentage of self-sufficiency.

Enterprises are organized in so-called "VEB"s (Volkseigene Betriebe), a form of collective ownership. According to the constitution, the PPDR is working towards a full abolition of private property, as laid out by the governing Marxist doctrine. The vast majority of businesses have been nationalized and transformed into collective property.

Known enterprises include the VEB Druckwerke "Mirsaid Sultangalijew" and the combinate of collectively owned enterprises K-VEB AITIS.
