The Commonwealth of Naveria (referred to colloquially as Naveria and historically as Navārdia) is an autonomous territorial entity and intentional community claiming to be a sovereign state, often classified as a micronation by external observers. It consists of fourteen noncontiguous territories on the continents of America, Antarctica, Eurasia and Oceania, including five parishes, one march, six subsidia and two autonomous regions. Most Naverian territories are enclaves of the United States of America, the macronational entity from which Naveria originates.

HRH Grand Duke Casper I MP is head of state as the Monarch, and holds vast power and influence over the nation. He is held accountable by the Senate, which also interprets the constitution and regularly advises members of the government. The Right Honorable Viscountess Kyra Bendict FM is head of government as the First Minister, who coordinates the work of the Ministers and Secretaries of the Cabinet and the territorial representatives in the House of Commons. The regular citizens of the Commonwealth exercise governmental power through membership of political factions and participation in the direct democratic National Assembly.

Naveria has robust foreign relations, with thirty-five allies spanning four of the five continents and membership in six international organizations. Despite a temporary stunt in diplomatic abilities due to its brief unification with Phokland, Naveria has become a popular nation in the Atlanta, CONPACT and MicroWiki sectors. Naveria manages three eConsulates and hosts one embassy, from the Free Socialist State of Paloma.

Naverian culture is primarily organic, aligning with its self-classification as a medium secessionist state. It is a Christian majority country with minority groups belonging to other beliefs and some alternative spiritualities. The culture is largely inspired by those of the Southern United States, video games the internet, in addition a variety of lesser international and historical influences. Many influential Naverians are known to enjoy literacy, cooking, conlanging, Geocaching and time spent in the community.

Politics and Government

The current Constitution of the Commonwealth of Naveria is a heavily modified version of the Austenasian Constitution of 2011 with additional influences from New Virginia, Begon and Hrafnarfjall. Major changes include the expansion of the powers of the heads of state and government are expanded, a complete revision of citizenship policy and the expansion of the powers of autonomous and federated entities. Naveria is a semi-constitutional monarchy, subject to the rule of HRH Grand Duke Casper I MP and his line of succession under absolute primogeniture as dictated by Naverian law.

The Monarch of Naveria holds vast executive, legislative and judicial powers to fulfill his duties of leading, guiding and representing the Commonwealth. The current Monarch is HRH Grand Duke Casper I MP, who has held the throne since its formation. Due to the large amount of power entrusted to him by the people under the current Constitution, he is held accountable by a body known as the Senate, which also has vast judicial powers and regularly advises the Monarch and other members of the government. The Senate is led by the Senator who has held that status for the longest amount of time and is known as the President of the Senate. There is no Senate President at this time, as the Senate is completely vacant.

The Senate is the de facto upper house of the Parliament of Naveria, with the lower house being the House of Commons. It currently consists of ten total seats — seven voting seats belonging to the elected leaders of Parishes and Cantons; and three observer seats held by those of Marches, Autonomous Regions and Protectorates. The House of Commons may issue popular legislation as Acts of Parliament, and send advice to other members of the government. Most work of the House is performed by the vote of the holders of voting seats, with observers being granted the ability to observe their duties and propose legislation.

The Cabinet is a body which consists of members of the House of Commons and others appointed on the basis of merit. Each of its members are tasked with the leadership of a ministry or secretariat, a corporation-esque body which handles a specific item or category of executive government. Both the House and Cabinet are directly overseen by the First Minister, who is the head of government and the second highest official in the Commonwealth. At present, the office of First Minister is held by The Right Honorable Viscountess Kyra Bendict FM, who was appointed by the Monarch and is, therefore, the Acting First Minister in technicality.

Political Factions

Naveria utilizes a system of entities called political factions, which take the place of the political parties used in many modern states. A faction may be formed by any citizen who can provide an ideological manifesto and shortlist of symbols for registration with and use within the government, and may be joined by any citizen who wishes to do so. Factions formed within Autonomous Regions and Protectorates are referred to as regional, and operate under separate systems and registries than those of the majority of the nation. There are currently five total factions that are active in the nation's governance, three of which hold voting seats in the House of Commons.

Geography

Naveria is comprised of fifteen separate pieces of land, all but two of which are enclaves of the United States of America. Orbly, the Royal residence, has a population of three subjects, two cats and a dog. Sabiland, which consists of two separate pieces of land called boroughs and is home to the elders of the Royal Family, has a population of four subjects and a cat. Rhyrodesia, the home of the First Minister, has a population of one subject, two nonsubject residents, seven cats and a dog. Nuevo Diego, formerly a municipality of the Republic of Yu-Xia, has a de jure population of one subject. Greater Chicago, a seasonal home of the Kümmel family, has a variable population including one subject. Bosveld, the newest territory of the Commonwealth, has a population of one subject, three nonsubject residents, two cats and a dog.

Orbly, Rhyrodesia, Nuevo Diego, Greater Chicago and Bosveld are parishes and are administered by a Governor and, when possible, a Parish Council. Sabiland is a march and is administered by a Margrave. The parishes and marches are collectively known as municipalities. Parishes are represented in the House of Commons by their elected Governors. Marches are represented by the Governors of the parishes to which they are associated, and the non-voting input of their Margraves.

In addition to the municipalities, Naveria claims four uninhabited pieces of land known as subsidia. Pope Island is located northwest of Sabiland and is bordered by New Athens, Paloma and the United States. Arcelia was previously a part of a former Phoklandian province in Antarctica, therefore being located far south of other Naverian territories, and is in a small border dispute with the Missionary Order of the Celtic Cross. Naci is located hundreds of kilometers north of the Orbly metropolitan area and is bordered by several other micronational territories. Naci, the first and only Eurasian territory of the Commonwealth, is located in the woodlands outside of East New Eiffel. South Constantia takes up the southern half of Hamelin Island, being directly bordered by the Australissian Territory of Constantia. The unnamed Des Plaines Union special land plot exists south of Wegmat and is bordered by several adjacent claims. The subsidia are administered by the central government as a whole, with the exception of Arcelia, where the First Minister and the Ministry for Environment and Agriculture serve ex officio as the territorial government.

Autonomous regions may be established when the population of an area of land does not wish to hold voting power in the House of Commons. To make up for the power lost in this decision, autonomous regions are not subject to Parliamentary legislation and regional subjectship is granted to their noncitizen residents. There are two autonomous regions at present, New Santiago and Kusini. The former has a population of two citizens, two regional subjects and a dog; the latter has a population of one citizen, three regional subjects and two cats. Autonomous regions are governed by High Commissioners, who are appointed by the Monarch with the consent of the House of Commons.

Municipalities, territories, autonomous regions and nonresidential subjects comprise the cantons, which are administrative divisions that fulfill some governmental purposes but have no administration of their own. The cantons also elect at-large members of the House of Commons, known as Burgesses. There are currently two cantons, San Benito and New Cumberland. The former has a larger population, while the latter has a larger land area.

The Constitution of Naveria also stipulates that protectorates may be formed. Protectorates are areas of land which, like autonomous regions, are not subject to the law of Parliament and receive regional subjectship for all noncitizen residents. However, protectorates can also grant regional subjectship to nonresidents with the consent of the Monarch, establish administrative subdivisions of their own and generally self-govern as de facto federated states. At present, no protectorates exist, although the Empire of Rosemia will become one in 12021.

Culture

Naverian culture is largely derived from those of the Southern United States and the internet, which respectively enclave and connect the nation. Christianity is the dominant religion in the Commonwealth, as in the United States, with sixteen percent of the population making up minority religious groups. Naverians are known to connect and relate to each other through the use of memes, satirical comedy sketches and other twenty-first century media. The cuisine of Naveria is more often comprised of conveniece meals than home cooking and has many Latin, soul and East Asian elements. Naveria is also descended from Phokland and, much like that nation, treats its nobles and royalty with little formality.

Religion

The Constitution of the Commonwealth of Naveria guarantees religious rights for citizens, including the separation of church and state. Christianity is commonly acknowledged as a cornerstone of the national culture, as approximately four-fifths of all Naverians profess some form of it, with Roman Catholicism being the most common denomination. The second most common belief is atheism, with twelve percent of the population openly professing it. Other smaller religous groups include Unitarian Universalism, Hinduism and a Native American inspired faith. The strengths of Naverians' religious beliefs vary greatly from individual to individual.

Alternative spirituality and micronational religion has been a significant part of Naverian culture since it declared independence from Phokland. It is usually used as a cultural practice rather than a devout spiritual belief. The first recorded instance of alternative spirituality in Naverian culture was the rise and fall of the Cult of Remy, a satirical cult established in Rhyrodesia which was based upon the worship of a cat named Remy. It managed to gain a significant following until the destruction of the only Remyist temple in the autumn of 12020. Bobism has gained a small following, with two citizens being registered members of the faith. Alternative spiritual works are currently being compiled in Orbly, Rhyrodesia and Kusini.

Cusine

Naverian cuisine is extremely diverse, containing elements from around the world. Most food in the nation comes in the form of conveniece meals, which are more common than home-cooked food overall. Soul foods such as hushpuppies, macaroni and fried chicken; Tex-Mex dishes such as tacos, burritos and enchiladas; Italian dishes such as pizza, polpette and tortellini; and Asian foods such as naan, miso soup and Basmati dishes are among the most common or notable foods eaten in the Commonwealth. Stew is a particularly famous Naverian food — citizens often prepare versions of Stroganoff and chili con carne — which is why it was named the national dish on the sixth of Sagittarius 12020.

Sandwiches and salads are used as part of many Naverian meals, and often feature ingredients derived from the greater influences of the national cuisine. Breakfast sandwiches are often prepared on English muffins, particularly in San Benito, and most closely mirror a stereotypical American breakfast. Subs are equally as common during lunch and dinner, alongside the much simpler peanut butter, cheese and pickle sandwich. Cæsar and Cobb are among the most popular types of salad, which are usually eaten as a side dish at dinner.

Many Naverian foods are rarely eaten outside of a certain time of year. As a result, they are most often referred to as seasonal foods. Hamburgers, grilled squash and other foods which require the use of an outdoor grill are eaten when the weather is at its warmest, usually coinciding with the season of summer. Traditional Thanksgiving dishes such as ricotta-stuffed shell pasta, mash, farfalle with butternut squash, boiled green beans and turkey — though the use of the latter is becoming less common — is usually relegated to late autumn and early winter.

Due to its particularly large population of vegetarians and vegans, Naveria offers meatless versions of a variety of meals. American and Asian foods such as hamburgers, miso soup and chili con carne are most commonly served with tofu. Mediterranean-style wraps, salads and sandwiches make use of falafel. Tofu burgers, falafel wraps, tofu pesto pizza and meatless chili are favorite dishes of the Monarch, who himself is a vegetarian. Other San Benitoans, particularly those within the Royal Family, are known to eat both meaty versions of dishes, and Casper’s meatless versions.

Holocene-Asgardian Calendar

The Commonwealth of Naveria utilizes a unique thirteen-month calendar, which is a combination of the Holocene numerical year and the Asgardian Earth calendar. The year is split into thirteen months, each lasting exactly four weeks and beginning on a Sunday. An incomplete fifty-third week takes place at the end of the thirteenth month, known as Capricornus — consisting of a Sunday during common years, or a Sunday and a Monday during leap years — to account for the additional time it takes for the Earth to complete its rotation around the Sun. These days are known as Extra Day and Extra Day Duplicate, both of them being national holidays. Holocene-Asgardian is the primary calendar system of Naveria, though Gregorian is more often used by Naverian citizens in informal situations.
