Charlbrough, officially, The Second Duchy of Charlbrough, is a self-declared sovereign nation, or more commonly known as a micronation to outsiders. Charlbrough was declared in early December 2018 in Hong Kong. Today, Charlbrough is a constituent Kingdom of Millania which has land claims in Hong Kong.

Since the First Duchy, Charlbrough is officially an constitutional monarchy, with Duchess Charlotte as the current Duchess.
Charlbrough derives from the name of the nation's founder, Charlotte Baxter-Bray. The name is said to mean "Borough of Charlotte."
The House Baxter-Bray declared that traditional lands be used to create a separate state from Millania. After lengthy negotiations, The Duchy of Charlbrough became an independent state.
Second Millanic Act of Union
The Second Act of Union unified Charlbrough into Millania as a constituent realm, autonomous from Millania.
Government and Politics
Charlbrough is an absolute monarchy. In the Charlian system, citizens are usually subject to one (and maybe two, dependent on administrative division) levels of government: federal, and local. In almost all cases, officials are elected by a plurality vote of citizens. There is no proportional representation.
The Charlian government is composed of three branches:
- Legislative & Executive: The Duchess is the commander-in-chief of the Charlbrough Auxiliary Forces of the military, can draft legislative bills and pass them into law, and appoints offices, who administer and enforce federal laws and policies.
- Judicial: The High Court and lower prefectural courts, whose judges are appointed by the Caliph, interpret laws and overturn those they find unconstitutional.
Ducal Advisors are directly appointed. All laws and governmental procedures are subject to judicial review and any law ruled by the courts to be in violation of laws already instated is voided.
Charlbrough cannot form formal relations, but is allowed to send its own diplomatic missions for trade. Embassy level diplomatic postings in and/or run by Charlbrough are known as "Legations", run by Legates. Charlbrough currently has no Legations or diplomatic missions.
