The Presidency of Juclandia is the collective chairperson of the Council of State, one of the three branches of the Royal Government. It is also charged with chairing the sessions of the Great National Assembly and directing its agenda. It was initially founded by a constitutional amendment in 2010, after the proclamation of the monarchy, as the Presidency of the State Council, and was chairing the State Council.
The Presidency consists of two persons, directly elected for a two-year term since 2015. Before 2015, the Presidency would be renewed every 12 months. There is no limit on the amount of terms served by an individual.
The two persons, the President (also called President of the Council of State) and the Vice President (also called Vice President of the Council of State) of Juclandia are elected on the same ticket. By law the two positions are equal in power, the members of the Presidency having to consult together and take any decision collectively, as it is taken in the name of the Presidency as a collective institution. However, constitutional customs resulted in the President having a more prominent role than the Vice President. This was the case when the electoral system was changed in 2012, before that date the runner-up in the presidential election automatically becoming Vice President.
Role and history
When the role of President and Vice President was initially created in 2010, its role was limited to directing the activities of the State Council. The State Council was a different body from the present-day Council of State. It initially served as a privy council to the King of Juclandia, and had the power to delay both laws and royal decrees and force further debate. In 2012 it became the upper chamber of the Great National Assembly. When the State Council became the upper chamber of the Parliament, the Presidency of the State Council was renamed to the Presidency of Juclandia. The President would chair the State Council, while the Vice President would chair the Assembly of Deputies, the lower chamber. The State Council was dissolved in 2014, when the Great National Assembly reverted to unicameralism.
Another constitutional amendment in April 2013 virtually transferred most of the royal prerogatives to the presidency, with royal decrees requiring the approval of the Presidency to enter into force. This way, the head of state, which enjoys significant prerogatives and royal powers, had merely become a figurehead. The Presidency has kept its powers with the adoption of the Constitution of 2015.
With the adoption of the 2015 Constitution, the Council of State became one of the three branches of the Royal Government of Juclandia, and its powers were more clearly separated from the Great National Assembly, which became the sovereign assembly of the country. Under these new provisions, the Council of State is a quasi-legislative body that represents the co-operatives of Juclandia, which gained a prominent role in the country's culture, economy and politics ever since they were founded in 2012. The Presidency de facto exercises royal prerogative not reserved to the Council of Ministers.
