The politics of the Empire of Elysium functions within a semi-constitutional monarchy where executive power is delegated by legislation and social conventions to a federal parliamentary democracy. From this a elective monarch, currently Grand Emperor Robert II, serves as head of state while the Chancellor of the Empire of Elysium, currently Elliot Doe since 2023, serves as the elected head of government.
The Empire's parliamentary system sees executive power exercised by His Imperial Majesty's government, appointed on behalf of the monarch, and the Crown itself. This executive branch overlaps and is formed by members of the Grand Senate where legislative power is vested in the one chamber, but two classes. The two classes sit together, but vote separately, and most matters before the Grand Senate require the approval of both classes. While the Empire is a federal union most power is withheld from the constituent countries of the Empire, the Commonwealths.
The Empire's political two-party plus system. Since 2019, with brief intermissions of political unions, the two dominant political traditons have been the Kylite democrats and the Progressive Party. The Kylite democrats have consistently been represented in politics, albeit, first by the Democratic Traditionalists and thereafter by the National Democrats. While coalition and minority governments have been a feature of the Empire's politics, the size of the electorate typically results in the return of majority governments. Since these two political traditions formed there has only been one election, excluding elections featuring union governments, wherein either of the two did not place first or second in the Grand Senate. However, a number of third parties have been a consistent force in the Empire of Elysium, and have participated in the formation of multiple governments.
The constitutional law of the Empire of Elysium is codified in the Codex Magnus Imperii, and is composed of six documents.
Constitutional Development
- 2011, Treaty of Marus Field ratified by the original constituent countries of Elysium.
- June, 2019, First Constitution Created.
- December, 2019, Second Constitution ratified.
- July, 2020, Republic formed following reforms to the Second Constitution.
- December, 2020, the 'November Reforms' are passed to modernize the Second Constitution.
- November, 2021, the monarchy is restored following reforms to the Second Constitution.
- May, 2024, the Second Constitution is repealed and 5 additional constitutional documents created. The 5, in addition to the Treaty of Marus Field, form the Codex Magnus Imperii
Government
Executive
Elysium is a semi-parliamentary republic with an elected head of state, the Chancellor, and a head of government, the Prime Minister, who is selected by the Grand Senate and is usually but not always leader of the largest party in the Grand Senate.
Chancellor
The Chancellor is the head of Government of the Empire of Elysium by controlling a majority of the Grand Senate either through their party or through a coalition. The Chancellors powers are as defined by the constitution. The Current Chancellor is Elliot Doe of the National Democratic Party (NDP). The Chancellor is not bound to term limits. To become chancellor, a citizen must of had citizenship for at least 3 months.
Cabinet
Elysium's Cabinet is made up of Ministers and Cabinet Secretaries who sit within the government and manage certain portfolios allocated to them by the Chancellor.
Legislative
Elysium's legislative branch is a unicameral body composed of the Grand Senate. Grand Senators serve a six month term, with a elections every three months but seats up for election are rotated. The Grand Senate is led by the Prime Minister and overseen by the Speaker, who is elected every three months. The Grand Senate has the job of passing legislation, but can also declare war, impeach officials, and hold a vote of confidence in the Prime Minister.
Every region has a single base seat within the Grand Senate and then for every 15 citizens the region has there is one representative added. Currently the largest region is Elyria and thus has seven seats. The Base Seats are elected on their own using single transferable vote and the candidate be a local of their region. The extra seats are elected together using single transferable vote with canadites needing a percentage to win which is equal too or larger then 100 divided by the number of extra seats a region has.
Speaker
The Speaker of the Grand Senate is elected at the start of every Senate session. Any Senator may run for Speaker but must have served at least one term prior to their current one. The current Speaker is Thomas Bainbridge. The Speaker has the power to schedule Senate elections, moderate debates, oversee PMQs. and oversees committees.
