The Empire of Nemkhavia, or Nemkhavia as it is better known, is a micronation located in central and western Europe. Founded on July 31, 2009, it was created as the Imperial Republic of Nemkhavia by Marka Mejakhansk as a home for the Nemkhav people. It is the heir to a long line of nations that have borne the name 'Nemkhavia', known collectively as the Nemkhav States.

Nemkhavia has held a very prominent position in the community, particularly from the start of 2010. It originally held a very well-founded position on the Left-Wing of the community, taking part in the so called "Big Four" group of Socialist Micronations. In the modern era, facing the prospect of inactivity, Nemkhavia and its leader were forced to take practical steps to ensure the survival of the nation, and thus in late 2010, a monarchy was put in place.

For its entire existence, the nation has been under the leadership of Marka Mejakhansk, former micro and macro-national soldier and scholar. His school of thought, dubbed 'Mejakhanskism' or 'Policy of Peaceful Existence" has seen Nemkhavia avoid major wars and conflicts and become a very stable voice in the community. The Empire is a member of the Organisation of Active Micronations, which has been a cornerstone of its foreign policy for a very long time.


History

The nation of Nemkhavia was founded on July 31, 2009, appearing for the first time on the MicroWiki. It was begun by Marka Mejakhansk as an 'Imperial Republic', mixing Imperial and Democratic themes. It had an elected Emperor or Empress at it's head, the first being Empress Khrisynka. As it tool its first timid steps into the microworld stage, Nemkhavia found itself in the middle of a well-established community. The first nation with whom Nemkhavia had any form of meaningful lasting diplomatic contact was the Slinky Empyre, whose leader became the early Nemkhavia's greatest ally of the time.

The Imperial Republic's Senate adopted the Nemkhav Federation Bill 2009 on August 28, 2009, transforming the Republic into its second incarnation: The Nemkhav Federation. The Federation was Nemkhavia's first meaningful expansion programme of sorts, opening its doors to other micronationalists to join as part of a federal structure. Successful or unsuccessful as it may have been, it did allow for further advancement of political thought and theory.

The Nemkhav Federation was relatively quiet in the following months, building diplomatic ties on a low level and observing the comings and goings of the community. Premier Marka Mejakhansk used this time to further develop the Policy of Peaceful Existence while working with the President and other members of the nation to create a viable system of Government.

It is during this time that Nemkhavia entered the stage of it's existence that would later bring it into disrepute almost a year later. The so called 'Phantom Populus' marked the time when Nemkhavia, as the community knew it, was an exaggerated entity in almost every way. Nonetheless, Nemkhavia continued to expand its foreign policy, becoming the Kingdom of Nemkhavia on November 27, 2009.

The Christmas Revolution

The Christmas Revolution took place on the 14th December 2009, when the people of the nation voted to create the Socialist Federal Republic. Nemkhavia had gone through a turbulent period, which was later discovered to be a plot by conservatives to overthrow the Government. A new political force came to the fore after the vote to end the monarchy, made up of the old Nemkhav People's Party and other small groups of a socialist. These groups decided to come together to form the League of Communists of Nemkhavia.

The Conservative Plot and the Trial of the Traitor

On December 20, 2009, the trial began of the leading Scholar implicated in the plot to overthrow the Government. The plot had been masterminded by one of Meehan's former allies, Corin Sterask. Sterask, who had been the Master of the Library of Nemkhavia had planned to overthrow the Government and establish a dictatorship. He had stirred interest in Monarchy by spreading information to the people indicating that it would be the best course of action for the nation to take, given the situation it was in. The people voted in their numbers, and the then Premier agreed. The final part of the plan was to paint Meehan as a dictator himself, and have Sterask himself offer to topple the monarchy in the name of the people. With the sweeping powers he could have achieved had these lies caused a revolt, he would have proclaimed himself overall leader and banish the opposition. Meehan and his associates were on a list of people to be ejected from Nemkhavia. When the trial took place, Sterask offered no defence and was quickly found guilty of Treason and Terrorism versus the State. He was found guilty and expelled from Nemkhavia, denied the right to call himself a Nemkhav forever. As he left, Colonel Ben Pzacman, Minister of Defence and Justice, turned his back on Sterask in a symbolic show of disgust. Many joined him in this act, including the other MFA's and the President himself.

The Rebirth of Stability

With the traitor expelled and the question of the nation resolved, Nemkhavia entered a new period of stability. Since November, the nation had been unable to focus outwards on international relations as it may have wished, because of the tension and uncertainty within it's own borders. Since the SFR Nemkhavia was created, relations have been founded with new nations, at a pace unheard of since the early growth of the nation in August. Mark Meehan's popularity rating has soared and the LCN's place in the nation has been cemented. The Nemkhav people looked to the new year with high hopes.

The People Speak

On the 14th of January 2010, the people went to vote in the January 2010 Nemkhav General Election. It was the first election in the history of the nation to be contested by two political parties, namely the League of Communists of Nemkhavia and the Green Party of Nemkhavia. The League had been the only political force in the nation, not due to a law asserting that fact, but because there simply had been no organised opposition, only Independents. The Greens gained seats in the provincial areas, while the League kept it's powerbase in Greater Nemkhavia. After this election, the Government was finally complete. Sir Mark Meehan had led the people to an election and his party to large success.

Nemkhavia in the SUNP

On January 31, 2010, Nemkhavia entered into Union with the nation of Pristinia, forming the Socialist Union of Nemkhavia and Pristinia. Nemkhavia enjoyed equal status in the Union, with Sir Mark as General Secretary of State of the Union. The SUNP weathered many storms, becoming a well known voice in the community and the Organisation of Active Micronations. As part of the League of Liberal Leftists, Nemkhav politicians held a strong voice.

The New Republic

On the 13th of March, 2010, the Nemkhav people left the SUNP, in protest to the rise of the new Authoritarian Communist Party. Sir Mark Meehan and the other Nemkhav leaders saw this as contrary to the interests of the Nemkhav people, and so withdrew from the Union, to form the Republic.

Return to Communist Rule

After the debacle that was the SUNP disintegration, the Nemkhav Government began to seek alternative ways to ensure Nemkhavia's survival. It had been considered that joining the St.Charlian Commonwealth would be an acceptable solution, and steps were taken towards that end. During this time, intermacronational tensions were rising due to Erusia's dislike of the Commonwealth. It was decided that Nemkhavia would pull away from the idea,not for the pressure of Erusia but because a better idea had been decided. The Socialist Federal Republic was brought back to life at a meeting of all the old leaders in the Old Palace, Astor Impora, albeit with a few changes. The old post of President of the SFR was replaced with the Presidium of the Socialist Federal Republic of Nemkhavia, a collective leadership.

The shroud falls

In late 2010, there came a revelation to the community that shook the very foundations of Nemkhavoa to its core. Marka Mejakhansk revealed to the community that Nemkhavia was a 'fantasy' nation, and had not been truly governed since the end of the Imperial Republic. this announcement was met with a backlash of anger and also of understanding in equal measure. Since the time of Robert Lethler, pretending to run nations as if there is more than one person was frowned upon, even scored. Nemkhavia's reputation was badly dented and much trust which had been gained over time had been lost.

Nemkhavia and A1

After the revelations, Nemkhavia ceased to be the intricate Socialist Federal Republic that it had shown itself to be, and thus needed a new start in order to preserve what was left of the nation's structure. After negotiations, Nemkhavia was admitted into the then-Federated Republics of A1 as a protectorate, a position it held until November 7, 2010.

The Empire established

On the 7th of November 2010, after much deliberation and consideration, Nemkhavia was made into the current version, the Empire of Nemkhavia. Marka Mejakhansk spent much time considering what form of Government would be best and settled with the Empire after accepting that it was the most practical way to run the nation on his own. Thus, he was proclaimed Emperor Patrick Marka II of Nemkhavia.

Geography

The Empire is based in two physical locations in Europe. Most of it (known as 'Greater Nemkhavia') is located on the Island of Ireland in the far west, while a smaller part of it is located in central Europe, in Germany. Both territories are high up on the sides of mountains and as a result their climate can range from very cold to moderately warm. Both territories have a mild climate in summer, with weather turning very cold in winter and very warm in summer, mostly in the central European holding.

Government

As stated above, Nemkhavia is an Empire. It is made up of two Provinces and one Colony. The Head of State is the Emperor of Nemkhavia. The Imperial Consul is the Head of Government. Each Province and Colony elects a Senator to represent their interests in the Imperial Senate.

The Emperor

The Emperor of Nemkhavia is the Head of State and highest political and social authority of the nation. The holder of this position weirds a huge amount power throughout the Nemkhav political network. In the case of the Emperor being the only Nemkhav citizen, the Imperial Right of Protection is enacted giving the holder complete and absolute power over the nation, only until such time as a Government can be formed. The current Emperor is Patrick Marka II.

The Imperial Senate

The Senate is the legislature of the Empire, made up of Senators from all over the Empire's territory. It can create, debate and pass legislation and functions as the voice of the people in Imperial affairs. The Senate functions as the voice of the people and is the continuation of a line of Nemkhav institutions to bear the name and the mission of securing and protecting citizen's rights.

The Senators are elected from the Provinces and the Colonies, along with one from the capital city. Their task is to represent the views of the people according to their own locality and carry out legislative duties. The Senate of the Empire is a comparatively simple institution when compared to those of other nations, reflecting the unique political situation that is to be found in the Empire.

The Senators are divided into to 'cadres', Metropolitan Senators for the cities, Provincial Senators for the Provinces and Colonial Senators for the Colonies. All of these cadres are equal and enjoy no special status according to their title. The Senators are elected by the people of the territorial division in basic, direct elections with no interference from the Emperor. Astor Impora is unique as it is the only city represented by its own Senator, hence there is only ever one Metropolitan Senator sitting in the Senate, but there can be any number of the other two depending on the current territorial situation.

The position of Head of Government is the Consul, who is elected by the Senators to serve one-year terms with each Senator having one vote. The Consul presides over the Senate, deals with legislation and reports to the Emperor as an advisor. There is another specialist position within the Senate, called the Tribune. This person is not a Senator, but represents the overall opinions of all the people in the nation. He is granted the power to veto a vote result once if he can prove that it would be contrary to the people's interests.

The Senate is famed for its absolute freedom from the Monarchy, in that it cannot legally be effected by the Emperor and its dealings are independent. The Emperor is entitled to have an Imperial Observer but this is simply an observer position and he/she cannot speak in chamber session or vote.
