50 Point Plan

The 50 Point Plan, also the 50 Point Manifesto or the 3rd Six Month Plan and officially known as the General Development Framework for the Period August 2009 - February 2010, is the current policy framework and development plan of the Erusian National Communist Party, established as its 4th National Congress and currently being implemented by its 4th Central Committee. It outlines the key objectives of the Communist government in the Democratic People's Republic of Erusia between the 4th and 5th Congresses of the Communist Party and is directly binding on the Central Committee - the Committee must work within the framework and accomplish at least three-fifths of the objectives outlined in the plan to a satisfactory level.

The Plan

Core Objectives for August - February

  • Maintain solid economic growth, lay the foundations for economic growth rates above 20% in the 2009/2010 financial year
  • Expand Communist Democracy and better safeguard the people’s rights and interests as well as social equity and justice
  • Expand Party membership, improve discipline
  • Promote cultural and microethnic development
  • Accelerate the development of social programs and improve every aspect of the people’s well-being
  • Lay the foundations for a Green Erusia
  • Continue to improve social equality
  • Maintain the current pace of development by the Five Year Plan
  • Establish a more routine system of meetings for principle Party organs, including biweekly Plenary Sessions of the Central Committee

General Legislative Agenda

  • Introduce the Workers' Rights Act, outlining for the first time all rights of the working classes in Erusian law and the workers themselves, and formalise the Right to Strike in law
  • Make Trade Union membership compulsory for all work places in most professions, establishing a closed shop in most work places
  • Introduce new regulatory measures on religion and religious organisations, with particular emphasis on the Anglican and Roman Catholic faiths, in order to ensure the advancement of State Atheism without infringing on the religious rights of the individual
  • Continue improving and overhauling Human Rights laws
  • Introduce a complete National People's Civil and Criminal Code

Economy

  • Combat market liberalisation and Capitalism by sticking firmly to the socialist command economic system, expanding the extensiveness of State planning and encouraging the collectivsation of local business where it emerges
  • Ensure all economic development is progressive and nation wide - no region may be left behind or economically backwards
  • Revise the voluntary taxation iniative to make it fairer and more accessible, establish income-oriented tax bands for volunteers within appropriate limitations, increase the number of tax payers in Erusia
  • Strive to increase the important of State Owned Enterprises in economic development
  • Redefine the legal position of the Central People's Bank to prevent pre-privatisation
  • Instigate large-scale Land Reform based on the constitutional principle of collective ownership of all land
  • Explore solutions to The Agricultural Question
  • Overhual the fiscal system of the State
  • Improve the basic economic system

Politics

  • Drastically improve the activity and quality of Congresses of People's Deputies by motivating them to carry out better legislative work and establish acceptable regional legislative autonomy
  • Continue to reform and improve the Communist Democratic system to achieve a true, open and fair Single-Party Democracy with the Erusian National Communist Party as the supreme political authority of the nation
  • Improve the role of Trade Unions and independent politicians in Erusian politics by allowing increasing numbers of Communist-affilates as opposed to ENCP members to hold lesser public offices and some legislative seats
  • Continue to build up a strong socialist legal system under the control of the State
  • Establish a People's Political Consultative Conference, as in the USMR, to represent the interests of non-United Erusia officials and a Presidium controlled by the People's revolutionary vanguard to ensure it complies with the National People's Assembly's ultimate verdict
  • Make meetings of the Standing Committee of the National People's Assembly more routine

Social

  • Continue the war on Masculism and Feminism, continuing to promote absolute gender equality and encouraging the phasing out of dangerous social concepts such as masculinity and feminity
  • Work to promote the equal status of homosexual, bisexual and transexual individuals in Erusian society by officially illegalising homophobia as a hate crime along with sexism, racism and ageism
  • Extensively develop the State education system to ensure it can be swiftly and effectively implemented when the time comes, inlcuding a basic cirriculum for all core subjects
  • Establish the foundations of the future social security system
  • Continue work on the healthcare plan
  • Work to ensure the continued advancement of socialist morals by practising dilligent censorship with explicit material without infringing on the rights of adults, promoting socialist values and emphasising Humanistic morals above religious ones
  • Encourage the application of socialist ideals to daily life

Culture

  • Encouraging the development of unique cultures for each of the eight recognised microethnicities, and also promote the development of an overall socialist culture for Erusia
  • Expand the Erusian language extensively
  • Publicise cultural facts about Erusia and attempt to develop existing culture
  • Promote the political culture of the Communist Party as a foundation for the culture of society in general

State Defence

  • Develop the People's National Liberation Army and build it up to become an effective tool for the defence of the Motherland
  • Increase intermicronational military cooperation
  • Revise funding to the Republican Guard

Party Building

  • Emphasise the need for dilligent and conscious Party Builidng at every level of the democratic centralist system of the ENCP
  • Continue to strengthen the Party’s governance capability and focus on building high-quality leadership
  • Improve, expand and reform Party democracy
  • Develop the Cadre system, improve the quality of Cadre training and raise the number of Cadres being approved and reaching senior Party postings
  • Place greater emphasis on field work
  • Continue to reform the Primary Party Organisation system and experiment with the introduction of Party Work Units alongside, above or below PPOs
  • Effectively improve the Party’s style of work and focus on combating corruption and upholding integrity
